A suitable nursery building is to be constructed for 104 children, divided between four groups of 14 children under three years and two groups of 24 children older than 3 years. In addition a car park could be constructed in the basement, as well as a bicycle hotel, depending on the outcome of the engineering design work. The room plan has been approved by the municipal council. The nursery design has approx. 1 650 m gross for the building, approx. 250 m outside constructions, sleeping places and sheds, as well as approx. 2 500 m outside area.

The procurement includes price offers for engineering design services for and the construction of the new nursery. The contract form is a turnkey contract where the final solution will be prepared in cooperation with the contracting authority in an interaction phase before the contract is signed. An interaction contract will be signed for phase 1, the interaction phase and a turnkey contract for phase 2 in accordance with NS 8407, assuming that the interaction phase leads to an agreed outcome.

The procurement is covered by the law and regulations on public procurements. Parts I and III of the regulations apply for this procurement.

This procurement follows the restricted tender contest procedure (after a pre-qualification). The procurement process has two parts. Stage 1 is the qualification phase and stage 2 is the contest phase. This invitation is for stage 1.

The starting point is that the contracting authority will evaluate qualification applications as they are when the application deadline expires, however the contracting authority reserves the right to make any necessary clarifications about the application's content within the limits in the public procurement regulations for clarifications. Attention is drawn to the fact that the contracting authority is not obliged to make any clarifications.

Tenders must also be given for an option for the establishment of a car park basement, as well as an option for the establishment of a bicycle hotel. The contract can also include the demolition of an existing building (‘campsite with permanent installations’).

1) Tenderers must be a legally established company.

2) Tenderers must have their tax, payroll tax and VAT payments in order.

Økonomisk og finansiell stilling:

The qualification requirements are in the pre-qualification document.

3) Tenderers must have sufficient financial strength to fulfil the contract, including but not limited to:

a) an annual minimum turnover of NOK 50 million for one of the last 3 years;

b) positive working capital (the relationship between liquid assets divided by short-term debt must be a t least 1);

c) positive equity.

Teknisk og faglig kapasitet:

The qualification requirements are in the pre-qualification document.

4) Tenderers must have sufficient capacity and implementation ability.

5) Tenderers must have completed at least three projects with a complexity and size that can be considered to be relevant experience for the implementation of the project. Tenderers are required to have experience as a turnkey contractor. At least of one of the reference projects must be related to construction with high environmental requirements/environmental ambitions. At least of one of the reference projects must be connected to projects initiated by an interaction phase. It is sufficient that the interaction phase has been completed (not necessarily the entire construction project). Even if the project carried out in accordance with the interaction model has not been completed, it can be counted as one of the three projects required for the minimum requirement.

6) The architect company that the tenderer intends to use must have carried out projects with a complexity and size that can be considered relevant experience for this project. Minimum of one of the reference projects will be related to construction with high environmental requirements/environmental ambitions. Minimum of one of the reference projects must be connects to projects initiated by an interaction phase. It is sufficient that the interaction phase has been completed (not necessarily the entire construction project). Even if the project carried out in accordance with the interaction model has not been completed, it can be counted as one of the three projects required for the minimum requirement.
