Nordre Follo Municipality, hereafter defined as the contracting authority, will, on behalf of Nordre Follo, Ås, Frogn and Nesodden Municipalities, enter into a framework agreement for ventilation services and material.
The contracting authority intends to enter into a framework agreement with 1 tenderer.
The municipalities' buildings mainly consist of schools, nurseries, nursing homes and office buildings. There is a mixture of old and new ventilation installations. The municipalities have a total of 530 ventilation installations, of which 12 are for swimming pools.

The contracting authority intends to enter into a framework agreement with 1 tenderer.
The municipalities' buildings mainly consist of schools, nurseries, nursing homes and office buildings. There is a mixture of old and new ventilation installations. The municipalities have a total of 530 ventilation installations, of which 12 are for swimming pools.

The framework agreement period will be 2 years, with an option for a further 1 + 1 year. The framework agreement must cover the following areas:
— servicing the contracting authority’s existing installations,
— assistance with trouble shooting,
— checks, service and possible replacement of defect components, including fire damper,
— delivery of filters and any other material required for services,
— consulting and engineering design,
— minor alterations to the channel network,
— renovation and replacement of ventilation installations and aggregates in existing buildings,
— new ventilation installations in existing buildings,
— delivery of material for new ventilation installations and renovation, alterations and replacements of existing installations,
— servicing cooling machines and heat pumps.
Filters will be replaced by the contracting authority's own resources at some installations.
The tenderer must be present for a site inspection and submit a price offer for both daywork based on the agreed prices in the price sheet and a fixed price for assignments that require more than servicing and filter replacements.
The hourly rates, discount rates and mark-up percent on material stated in the price sheet must form the basis for fixed price offers.
When the framework agreement is signed, some installation can be covered under existing/ongoing contracts with other suppliers. These installations will be added to the framework agreement when the existing contracts expire/are terminated.
The contracting authority retains the right to…
… collect offers from other suppliers in cases where the assignments are of such a size or complexity that the contracting authority considers this to be appropriate.
… use the existing framework agreements on tradesman services where appropriate.
The tenderer will be obliged to cooperate with the contracting authority's other suppliers/contract partners in order to ensure efficient high-quality of the assignment.
Installations in each municipality:
Nordre Follo Municipality: 260 installations, 7 swimming pools;
Nesodden Municipality: 85 installations, 2 swimming pools;
Frogn Municipality: 63 installations, 2 swimming pools;
Vestby Municipality: 59 installations, 1 swimming pool;
Ås Municipality: 103 installations, 2 swimming pools.
The flow of assignments is uneven, some months have greater amounts of work than others. In addition there will be normal activity and workload in July, when the schools and nurseries are closed. The tenderer will be expected to handle variations in the amount of assignments and have sufficient capacity to undertake assignments throughout the year.

The framework agreement has an estimated volume of 56 000 000 NOK. The contracting authority emphasises that the figures are estimates and that the actual volume may vary from year to year. The contracting authority will not be bound to a specific volume a year. Assignments under the contract will depend on grants and priorities in the municipalities.
