The purpose of this procurement is to establish a mobility solution for employees in Indre Østfold kommune [Indre Østfold municipality], Skiptvet kommune [Skiptvet municipality] and Marker kommune [Marker municipality]. Moss has the option to join the contract. The contract will also contribute to making vehicles available for the municipality residents. Preferably, the contracting authority envisions vehicles that employees can use in service, and residents can use outside of the contracting authority's need, but also wants to see other mobility solution with the suppliers.

Egnethet til å utøve yrkesvirksomheten:
Experience from equivalent assignments.
Tenderers must have experience from equivalent contracts. In this instance, equivalent assignments means that the contracting authority is responsible for a vehicle sharing scheme equivalent to the purpose of this contract, or have had responsibility for administration of vehicles for a business, including providing vehicles in operation, with servicing, washing, maintenance other necessary vehicle costs.

Sufficient economic and financial capacity.
The tenderer must have sufficient economic and financial capacity to fulfil the contractual obligations. The contracting authority will assess turnover, annual results, key figures in the balance sheet and credit worthiness. The contracting authority wants tenderers who have a minimum of good credit worthiness.

The contracting authority understand that the situation with the Coronavirus may affect the economic 'now’ situation and will therefore assess the tenderer's economic development during the last 3 years.
Documentation requirement:
A credit rating not more than 6 months old and key figures from the last three years accounts.
The credit rating must be issued by a credit rating company licensed to conduct such activity.
