Background
The Norwegian Digitalisation Agency (Norwegian abbreviation Digdir) shall during 2020 implement several projects that require resources for user experience (UX). The service provider must provide expertise that covers the entire range of user experience knowledge, from Insight and Analysis to service design, web design, user testing and measurements
The following projects have the following defined needs for this type of expertise:
— further development of digdir.no and Drupal8 systems in the Norwegian Digitalisation Agency (see enclosure 1, annex 1.);
— concept for digital access to tools (in the field of innovation);
— the Agency's web site: Some assistance related to a new structure and a need for adjustments of display/compilation of content, possible user testing — also for persons with disabilities.
The implementation of some of the projects are subject to necessary financing.

Objective:
The purpose of this contract is to ensure that the Norwegian Digitalisation Agency is ensured access to resources and expertise in the fields related to user experience and universal design. The goal is to implement a tender contest for a contract that covers the identified and future tasks. We shall through the contract ensure predictability and continuity.

The resources made available through this contract must contribute to:
— service design;
— consultancy and process management in planning and implementation of UX processes;
— continuous development and anchoring of concepts for the Agency's web systems;
— contribute to testing, consultancy and ensuring that the Agency's systems comply with the legal requirements and best practices for universal design;
— develop principles and guidelines for navigation and design of new user interfaces;
— detailed explanation of the solution proposal;
— preparation of IA/UX for specific products and services during the contract period;
— front end development in cooperation with — or in addition to — the Agency's own development staff;
— quality assurance of deliveries/systems;
— quality assurance of Universal design.
The objective of the contract is to ensure that the Agency have a quick and easy access to the requested expertise.
Estimert verdi eksklusive mva: 8 000 000 NOK 💰

Egnethet til å utøve yrkesvirksomheten:
Tenderers must be registered in a company register or trade register in the member state where the tenderer is established. As described in annex XI of directive 2014/24/EU; suppliers from certain member countries can be required to fulfil other requirements in the mentioned annex.

Økonomisk og finansiell stilling:
Tenderers must have the adequate financial strength to comply with the contractual obligations.
Documentation requirement: the service provider (i.e. the company that has submitted the tender) shall enclose a credit rating from a certified credit institution/company. The credit report shall be based on the last known accounting figures. This credit assessment must include a credit rating, (including a credit rating, part judgement and historical rating), and it must be carried out by a publicly approved credit institution. The credit score must not be lower than A (creditworthy) or equivalent if a different form of score is used (numbers). Tenders from service providers with a lower score than A or equivalent (i.e. not credit worthy or credit worthy with security) will not be considered. Newly established service providers can present a bank declaration as proof of credit worthiness.
