A vital part of the Norwegian Media Authority's tasks includes numerous inspections of the broadcasting area. It is necessary to be able to watch or listen to various broadcasts in order to enable the Norwegian Media Authority to undertake to these tasks. The Norwegian Media Authority controls a considerable number of broadcasts during a year.
In order for the Norwegian Media Authority to safeguard the inspection tasks in the best possible and most efficient manner, the Authority has since 2011 used a digital system for recording and controlling broadcasts.
The system that is used since 2011 is a XentauriX system, delivered and operated by Mediability.
The Norwegian Media Authority now wants to upgrade/modernise the system and the objective of the contract is to ensure the Norwegian Media Authority a future-oriented digital recording system for broadcasts.

A vital part of the Norwegian Media Authority's tasks includes numerous inspections of the broadcasting area. It is necessary to be able to watch or listen to various broadcasts in order to enable the Norwegian Media Authority to undertake to these tasks. The Norwegian Media Authority controls a considerable number of broadcasts during a year. The inspection work is based on planned controls for specific areas, but also on information from the public audience and relevant media cases.

The system must provide synchronously and 24-hour digital recordings for minimum 16 TV channels. The system must have a backup period of minimum 21 days. Cf. the functional requirements 2.10 and 2.16 in the attached requirement specification (annex 1). The recording system must be able to be upscaled and adapted to other signal sources. Cf. the functional requirements 2.11 and 2.14 to the requirement specification. The tenderer is asked to outline assumptions and expenses related to upscaling and adaptation of the system.
