The contracting authority requests tenders for the reception and distribution of TV signals for the Central Norway Regional Health Authority (HMN).
The Central Norway Regional Health Authority (HMN) is responsible for the hospitals and the specialist health service in two of central Norway's counties. The specialist health service includes the public hospitals, the psychiatric institutions, the ambulance service, the emergency service, hospital pharmacies, laboratories and institutions related to substance abuse treatment. The Central Norway Regional Health Authority (HMN) provides patients treatment at three hospital trusts: St. Olavs Hospital Trust, Møre and Romsdal Hospital Trust and Nord-Trøndelag Hospital Trust. We also operate the Central Norway Pharmaceutical Trust, Hospital Build HF, Helseplattformen AS and Central Norway Regional Health Authority IT operations (Hemit).

The contract shall be implemented at St.Olavs Hospital Trust with option for later extension for other locations in HMN. TV signals shall be terminated at a joint reception spot in HMN. The tenderer must deliver this reception spot. The entire contract shall be provided as a service where the Provider is responsible for maintenance and accessibility to the system.

TV signals must be distributed to receivers at St.Olavs Hospital Trust via HMN's internal IP network.
Volumes per 1 May 2020:
838 Patients' terminals
217 TVs in common rooms for employees, patients and relatives, rooms for resting, etc.
These 838 patients’ terminals are planned to be replaced by new units during 2021-2022.
Any later expansion to other locations in HMN will take place by distributing the TV signals to the end user in the same way as to St. Olav Hospital, i.e. via HMN's internal IP network. There is e.g. a plan that the new Nordmøre and Romsdal hospital (SNR) at Hjelset shall receive TV signals from what is offered in this contract.

Varighet: 24 måneder
Beskrivelse av fornyelser:
The contract will be valid for 2 (two) years from the start-up date for ordinary operation. The contract is automatically extended for one (1) year at a time, twice.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten: Norwegian tenderers must provide an updated company registration certificate.
Økonomisk og finansiell stilling:
Sufficient economic and financial capacity means that tenderers must have a credit rating of at least A or better, measured on AAA Soliditet´s scale - or equivalent score from another reputable rating company.
Minste nivå(er) av standarder:
The contracting authority will obtain rating reports from www.solidtet.no (delivered by Bisnode Credit AS) to verify that the Tenderer has sufficient economic and financial ability.
Tenderers who cannot meet the requirement can alternatively prove their economic and financial capacity by other documentation, including, for example, a parent company guarantee, bank guarantee, etc. During the evaluation, the Contracting Authority will place emphasis on Tenderers who have profitable operations, positive cash flow in the last few years and positive equity.

Newly started companies with a credit rating of AN, individual foreign companies or companies without a reporting obligation to the Brønnøysund Register Centre will not always be able to submit a credit rating as documentation that the qualification requirement is satisfied. In such cases, this can be compensated by providing alternative documentation together with the tender (annual accounts with the auditor's report).
