Vaksdal kommune

Egnethet til å utøve yrkesvirksomheten:
1) The tenderer must have their tax, payroll tax and VAT payments in order.
Documentation requirement:
Norwegian tenderers:
• Tax and VAT certificate issued by the tax office via Altinn.
Foreign tenderers:
• Foreign tenderers must submit equivalent certificates from their own country that show that they have an arrangement for the payment of taxes and duties. If the authorities in the relevant country do not issue these certificates, the tenderer should submit a statement which states that all taxes and duties have been paid. The declaration shall be approved and signed by the contractor's financial director/ person responsible for finance.

2) The tenderer must be a legally established company.
• Company registration certificate.
• confirmation that the tenderer is registered in a trade register or company register in accordance with the law in the country where the tenderer is established.
Økonomisk og finansiell stilling:
3) Tenderers must have sufficient economic and financial capacity to be able to fulfil the contract.
Documentation requirement: The provisional accounts for 2019.
Teknisk og faglig kapasitet:
4) Tenderers must have good competence and experience from comparable assignments. Comparable assignments means turnkey contract assignments of a comparable nature, size and complexity.
Documentation requirement: An overview of the tenderer's most relevant reference projects in the last 3 years, (use the template in Part 1 Annex 2). The overview/description shall as a minimum include:
• the project name,
• the contracting authority/builder,
• contact information for the builder's representative,
• scope of the assignment in monetary amount.,
• scope in m
• type of building,
• type of contract,
• date of execution (from-to),
• a brief description of the assignment.
The tenderer can document the experience of the personnel that may be used for this project, including experience that has been acquired while the personnel was in the service of another employer.
Kontraktutførelse
Vilkår for kontraktoppfyllelse:
NS 8407. The contracting authority has also prepared a separate contract document with provisions that will apply instead of or in addition to NS 8407. This includes provisions on:
Tariff agreements.
The contract includes a requirement that all those who carry out work at the construction site must have a tariff agreement in accordance with the municipal council decision 70/2017.
Maximum two links in the sub-supplier chain.
The contract includes a provision that the turnkey contractor can have maximum two (2) links of sub-suppliers.
Apprentice scheme
The contracting authority requires tenderers to be affiliated to an apprenticeship scheme, and that one or more apprentices will participate in the contractual work.
Transfer
The control plant will be engineered and delivered by the builder's framework supplier Normatic, which will be transferred to the turnkey contractor. The turnkey contractor must provide the cabling for the control plant.

The selection of which tenderers will be invited to submit a tender will be based on which tenderers best fulfil the following criterium:
Competence and experience from comparable assignments, cf. point 10.3, cf. point 8.4 in the tender documentation.
Experience with schools will count positively in the selection.
Experience with turnkey contracts will count positively in the selection.
