Containers (bins) at households, cottage collection points (only food waste);
Renovest's business customers.
All of the waste is transported to and weighed at Renovest's main reception point in Brunkeberg.
Group 2: Internal/external transport (hook crates)
Internal transport from 3 satellite receiving points for Renovest's main reception in Brunkeberg.
External transport of waste from the main reception point in Brunkeberg to external facilities for final treatment. The final treatment facilities are shown in the attached price form.

Internal transport from 3 satellite receiving points for Renovest's main reception in Brunkeberg.
External transport of waste from the main reception point in Brunkeberg to external facilities for final treatment. The final treatment facilities are shown in the attached price form.
The value of the procurement is anticipated to be approx. 10 000 000 NOK excluding VAT per year. The value is an estimate and must therefore be considered non binding.

Lots/groups
Tenders can be submitted for 1 or both groups. Subtenders and alternative tenders cannot be submitted within each group.
The groups are defined as follows, cf. point 1.1.3:
Group 1: Collection of waste from subscribers and collection points;
Group 2: Transport of hook crates from satellite receiving points to Renovest and from Renovest to external final treatment facilities.
The contracting authority retains the right to divide the contract between multiple tenderers and to assume all or parts of a tender.
Contract NS9430
Contract provisions: the contract conditions will be regulated by NS 9430:2013 with construction form and the attached contract terms — changes and supplementation to NS9430: 2013. The tender documentation annex is part of the contract documentation. Tenderers must familiarise themselves with all the contract terms.

Construction form 9430 must be used. The following has been decided:

3) Price offer — specification;
4) Tender;

— Point 2, second paragraph: Attach contract terms change and supplement NS9430 and apply ahead of NS9430,
— Point 3: Alter 2: Delivery of the transport services for collection of waste in the Renovest area (Fyresdal, Kviteseid, Seljord, Tokke og Vinje). The contract includes/is adapted to the contract in relation to the selection of winner(s):
Group 1: collection of source sorted waste by compactor vehicle from:
Containers (bins) at households;
Cottage collection points (only food waste);
External transport of waste from the main reception point in Brunkeberg to external facilities for final treatment.
— Point 6: In accordance with Appendix 2 Waste management calendar 2020 and Appendix 3 Driving plan 2020;
— Point 7: 3 years with an option for 4 years. Date for implementation: 1.7.2020;
— Point 10: see ‘Renovest contract terms’;
— Point 11:
Point 11.1: Alt 1: 50 %;
Point 11.2: Alt 2: the contracting authority sets no security.
— Point 12: Alt 1: the tenderer has liability insurance;
— Point 13: concerning point 11.1 — security equals 50 %. See also ‘Renovest contract terms’ — point 9.1
The contracting authority expects that the tenderer studies the contractual terms and makes the required internal clarifications in such a way that an agreement can be signed if awarded.

Økonomisk og finansiell stilling:
Tax and VAT certificates
Tenderers must have their tax and VAT payments in order (ESPD: Part II A.e).
Documentation requirement: requirement for certificate of paid VAT, tax and social security contribution. A certificate issued by the competent authority in the tenderer's country, confirming that the tenderer has met their obligations in regard to payment of VAT, tax and social security contributions in the country where the tenderer/contractor has their headquarters the (Norwegian certificate for Tax and VAT is combined and ordered from altinn.no, previously RF-1244) in accordance with the legislation in the country. The certificate must not be more than 6 months old.

This also applies to any sub-suppliers that are needed to fulfil the contract.
This requirement only applies to Norwegian tenderers, cf. PPR §7-2.
The contracting authority is not allowed to request the certificate if he has already received it, in accordance with the regulations § 17-1(4). If you have submitted a tax certificate to the contracting authority and it is still valid at the time of the tender submission for this contract the tender submission deadline, for this contest, you are not obliged to submit a certificate now. If this is the case, state when and to whom the certificate was previously submitted. You can, however, enclose the certificate voluntarily if you want.

Requirements regarding the tenderer's economic and financial standing: the financial capacity to fulfil the contract is required (ESPD: Part IV B.58-3).
Documentation: the contracting authority will assess finances through the company and accounting information system Proff Forvalt (www.forvalt.no). The contracting authority reserves the right to obtain supplementary information about the tenderer's finances.
