Transport Reception and Final Treatment of Hazardous Waste

Trondheim Renholdsverk AS (TRV), Ålesundregionen interkommunale miljøselskap IKS (ÅRIM) and Romsdalshalvøya Interkommunale Renovasjonsselskap (RIR), henceforth referred to as the contracting authorities are publishing a joint call for tenders where the objective is to enter into a framework agreement for transport, reception and final treatment of hazardous waste. The contracting authorities are responsible for compliance with the statutory requirements regarding a compulsory reception scheme for hazardous waste. It is a goal that this can be implemented in a cost-effective way, while at the same time safeguarding the waste hierarchy and ensuring traceability for waste delivered. All treatment of the contracting authorities' waste must comply with relevant laws and regulations, including Regulations on Recycling and Treatment of waste, Chapter 11, Regulations on Land transport of Hazardous goods and applicable European ADR regulations.

Qualification requirements
The tenderer must be registered in a company register, professional register or a trade register in the country where the tenderer is established.
Documentation requirement:
— Norwegian companies: Company Registration Certificate,
— foreign companies: Documentation that the company is registered in a company register, professional register or a trade register in the state where the tenderer is established.
The certificate must not be older than 12 months from the tender deadline.
Økonomisk og finansiell stilling:
Qualification requirements
Tenderers must have the financial capacity to carry out the assignment/comply with the contractual obligations. The tenderer is required to be credit worthy, have satisfactory liquidity and solidity, minimum score of A or equivalent.
Documentation requirement:
— A credit rating based on the most recent accounting figures. The credit rating must not be older than 3 months. The rating shall be carried out by a credit rating company with licence to carry out this service.

— Completed annex 6. A description of the three most relevant equivalent deliveries in the last three years. Including information about the value, time and recipient (name, telephone and email). The contracting authority must be given the authority to contact the person in question. The references will only be contacted if required.

Tenderers are required to have a quality assurance system.
Documentation:
— Documentation of the quality assurance system. An account of the tenderer´s existing routines and documentation that the requirement for a quality assurance system/management system applicable for the assignment is covered. If this is described in the tenderer´s quality assurance system, in accordance with ISO 9001 or equivalent, documentation of this can be enclosed.

— Documentation of the environmental management system. Copies of any certificates, such as ISO 14001, EMAS, Miljøfyrtårn or equivalent, are to be enclosed. If a tenderer does not have an environment management system, the tenderer must be willing to implement one within 6 months of the contract being signed. This must be documented in writing.

§ 25-2. Waiting period before the contract is signed.
1) The contracting authority can enter into a contract after the waiting period has expired at the earliest, this period is determined by the contracting authority. The waiting period shall be at least 10 days calculated from the day after the notification on the chosen tenderer has been sent. If the contracting authority has made an exception from the requirement for using electronic communication, the waiting period shall be a minimum of 15 days.

(a) when the contracting authority does not have an obligation to announce the competition, jf. § 13-3 and § 13-4;
(b) when the chosen tenderer is the only affected tenderer;
