Tenders are wanted for handling collected residual waste from households as well as burnable residual waste from our recycling stations. Collected waste from the Moss region will be reloaded at Solgård Waste Facility for further treatment. The contract includes i.a. transport and treatment of the waste. The contract is organised in such a way that it is the tenderer's responsibility to collect the waste from the contracting authority in accordance with information given in the contract. Thereafter, the waste is in principle the tenderer's property and further treatment of the waste is the tenderer's responsibility. Few requirements are made for further treatment of the waste, except from the fact that it must treated in a proper environmental manner, in accordance with all official legal requirements. The contract is divided into two lots:

• Lot 1: Residual waste,
• Lot 2: CCA- and creosote-impregnated wood (substances No 7098 and 7152).
The contracting authority estimates that lot 1 will include approx. 20 000 tonnes of waste per annum and lot 2 will include approx. 1 100 tonnes of waste per annum. This estimate is not binding for the contracting authority.
Varighet: 24 måneder

The service must be carried out in the period 1 January 2021-31 December 2022. The contracting authority has an exclusive right exclusive to extend the contract for 3 years after the contract expires.

Egnethet til å utøve yrkesvirksomheten:
Tenderers are required to have a legally established company.
• Norwegian companies: company registration certificate;
• foreign companies: proof that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.
Økonomisk og finansiell stilling:
Tenderers must have the financial capacity to carry out the assignment/contract.
• credit rating/score, not older than 6 months from the receipt of tenders, based on the last known accounting figures. The rating must be carried out by a credit rating company with licence to carry out credit rating services.
Teknisk og faglig kapasitet:
Tenderers shall have experience from this type of delivery.
A description of the tenderer's most relevant contracts in the last 3 years.
The description must include a statement of the assignment's value, date and recipient (name, telephone number and email address).
References may be contacted if it is necessary to affirm the relevance of the previous assignment. However, it is the tenderer's responsibility to provide a description substantiating relevance.
The treatment plant must have a permit to treat the waste fractions and quantities that they offer to treat.
The treatment plant's licence/concession.
Tenderers must have sufficient implementation ability to fulfil the contract.
Tenderers must give a description of:
• the personnel (number and positions), and
• the vehicles (number and type),
That the tenderer has at its disposal for executing the contract.
Tenderers must have a well-functioning and well-developed environmental management system, based on the EU scheme for environmental management and environmental audits (EMAS) or ISO 14001 or equivalent.
Certificate as documentation that the tenderer fulfils the requirements in the EU scheme for environmental management and environmental audit (EMAS) or other reputable environmental management systems in the decree (EF) No 1221/2009 article 45 or other environmental management standards based on relevant European or international standards from accredited bodies, e.g. ISO, or equivalent certificates issued by bodies in other EEA countries.
