Justification for cancellation NTNU has decided to cancel the contest with immediate effect. Pursuant to PPR § 25-4, first paragraph, the contracting authority is allowed to cancel the contest with immediate effect if there is a justifiable reason. The reason why we cancel the tender contest is because the tender documentation is considered unclear and contrary to the basic non-discrimination principle, predictability and transparency, cf. the Public Procurement act §4 and the regulations. The ambiguity in the tender documents may have affected the participation in the competition and affected the tenders. The error can only be rectified by cancelling the call for tenders. NTNU has decided to cancel the contest with immediate effect.
