Tradesman Services and Minor Contract Assignments

The contract will cover the University's ongoing need for tradesman services in the disciplines of carpentry, painting, floor-laying, plastering and tiling works. This includes assignments of minor scope (ongoing assignments), but also contract assignments that require a different organisation in relation to the daily call-offs.

Justification for cancellation The notice of cancellation was issued on 17 September 2020, with the following wording: ‘Reference is made to tenders received in the above tender competition. An evaluation of the qualification requirements demonstrates that there is not a sufficient number of providers who meet the given qualification requirements. Due to this a real competition is impossible. Furthermore, the scope of the assignments for the property department makes it necessary for the contracting authority to enter into parallel framework agreements with several providers, minimum 3 providers. The Public procurement Regulations § 25-4. Cancellation of the tender contest: 1) the contracting authority can cancel a contest with immediate effect if there is a justifiable reason; 2) the contracting authority will provide the tenderers with a written notice of cancellation as soon as possible. The notification shall contain a brief justification and any information about the new competition concerning the same contract. As we did receive not a sufficient number of qualified tenders and that the contracting authority's needs are not covered, give us a justifiable reason to cancel the tender contest. C.f. the PPR § 25-4. The contracting authority is therefore cancelling the call for tenders with immediate effect. FYI: only the qualification is evaluated. The responses to quality and price are not assessed. The contracting authority will republish the call for tenders as soon as possible with revised qualification requirements.
