The Replacement of Flue Gas Pipes from a Gas Turbine on Nansen Class Frigates — Pre-qualification

The Norwegian Defence Logistics Organisation (NDLO) would like to procure the replacement of flue gas pipes from the gas turbine GE LM2500 on Nansen class frigates.
The procurement includes engineering/design, production, disassembly of existing pipes with a diffusor and I.R.S.S. nozzle and assembly of a new pipe with a diffusor and reassembly of I.R.S.S. on 1 (one) vessel.
NDLO will have an option to replace flue gas pipes from gas turbines on a further 3 (three) vessels.
Due to the Norwegian Armed Forces' pattern of operation with a high number of cycles, the new system will be required to have so-called ‘cold-casing’ technology. Tenderers are therefore required to have experience with this. See the qualification requirement on experience.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

Qualification requirement: tenderers must have their affairs in order with respect to the payment of tax and VAT. Documentation requirement: tax certificate not older than 6 months from the application deadline.

Qualification requirement: tenderers must meet the statutory requirements in Norway with regard to health, safety and the environment (HSE).

Documentation requirement: filled in and signed HSE self-declaration in accordance with FOSA Annex 2.

Qualification requirement: tenderers must be registered in company register, professional register or a trade register in the country where the tenderer is established.

Documentation requirement: company registration certificate or equivalent.

Økonomisk og finansiell stilling:

Qualification requirement: tenderers must have the required economic and financial capacity to fulfil the contract.

Credit rating ‘A’ or similar will be sufficient to fulfil the requirement.

Documentation requirement: credit rating from a certified credit rating agency, based on the last accounting data. The rating must not be older than three months.

Teknisk og faglig kapasitet:

Qualification requirement: tenderers must have good experience from the design, production and installation of cold-casing flue gas pipes for GE LM2500 or equivalent gas turbines for maritime and/or offshore use. ISO 21905 must have been used in the design. Documentation requirement: an overview of the tenderer's three most relevant assignments in the last 3 years. In order to ensure sufficient competition, documentation of deliveries that the tenderer carried out more than 3 years ago can also be taken into consideration. The overview must include a statement of:

— the assignment value,

— dates,

— recipient (name, telephone and email),

— a brief description of the delivery.

It is the tenderer’s responsibility to document relevance through the description.

Qualification requirement: tenderers must have sufficient capacity to carry out the delivery. Tenderers must have an analysis tool to carry out thermal and structural analyses of exhaust systems as required in ISO 21905. Tenderers must have an analysis tool to carry out computational fluid dynamics (CFD) analyses of exhaust flow.

Documentation requirement: a description must be given of the tenderer's technical personnel or technical entities at the tendererr's disposal to fulfil the contract. Description of the analysis tools for thermal and structural analyses and CFD analyses.

Qualification requirement: tenderers must have sufficient competence to carry out the delivery. Tenderers must have the competence to carry out thermal and structural analyses of exhaust systems as required in ISO 21905. Tenderers must have the competence to carry out computational fluid dynamics (CFD) analyses of exhaust flow.

Documentation requirement: a description of the education and competence/professional qualifications of the personnel that the tenderer has at his disposal for implementation of the contract. CVs are not requested here.

Qualification requirement: tenderers must have a good and well-functioning quality assurance system.

Documentation requirement: a description of the tenderer's quality assurance methods. If the tenderer is certified in accordance with ISO 9001 or equivalent standards, it is sufficient to present a copy of a valid certificate.

Qualification requirement: the tenderer shall have a good environmental management system.

Documentation requirement: a description of the environmental management measures that have been implemented in the company. If the tenderer is certified in accordance with ISO 14001 or equivalent standards, it is sufficient to present a copy of a valid certificate.
