Østfold Hospital has been given resources from Innovation Norway to make a procurement by inviting private business actors to an innovation partnership in order to develop an innovative concept for blood sample taking and analysis at home, which will enable patients to take blood samples, analyse and transfer the result to the hospital with suitable sample and analysis equipment. The hospital will then see to further follow-up.
The concept means the entire service from patient training, the distribution of relevant sample taking and analysis equipment, the start-up of sample taking and analysis at home, transfer of the results to the hospital's trade system, until the patient gives the equipment back and ends the home follow-up.

The concept will contribute to the health service offering safe follow up when the patient is home and the patient can, to a large degree, contribute and actively participate in the treatment and management of their own life.

The procurement will be made through an innovation partnership that will enable product and service development in a collaboration process between the contracting authority and supplier.

The innovation partnership project has following entities:

— Southern and Eastern Norway Regional Health Authority

— Fonna Hospital Trust

— Stavanger University Hospital Trust.

The health trusts that are following entities in this procurement have a procurement option to procure the ready developed system/service on the same terms as Østfold Hospital.

Østfold Hospital has up to NOK 7 570 000 excluding VAT to pay partner(s) in the development process. Only resources in the development process are guaranteed, provided that the partner(s) achieve the goals of the phase.

The total value of the procurement is only an estimate based on Østfold Hospital and several other entities taking up an option to procure the system after the innovation partnership has ended. It is not binding for the contracting authority.
