Due to increased activities in the armed forces the contracting authority needs to enter into a contract for the hire of a plastic hall for exercise activities. The hall must be located Værnes Garrison.

The Norwegian Defense Estates Agency wants to sign an agreement with one tenderer.

The hire agreement period is 2 + 1 + 1 years.

After 24, 36 and 48 months respectively, the Norwegian Defense Estates Agency have the option to procure the plastic hall. See the contract's part II, point 3.2 for information on options.

Requirement: the tenderer must be a legally established company.

Documentation: foreign tenderers must present documentation that confirms that the company is legally registered in its home country. Norwegian tenderers do not need to document fulfilment of this requirement beyond the presentation of tax and VAT certificates, cf. the information below.

Requirement: tenderers must have the adequate economic and financial capacity to comply with the contractual obligations. Credit worthy without a requirement for guarantee is adequate for verifying compliance with the requirement.

Documented by: credit assessment/rating based on the most recent known financial figures. The rating must be carried out by a credit rating company with a license to conduct this service.

Teknisk og faglig kapasitet: Experience requirement.

Requirement: the tenderer must have experience delivering plastic halls of an equivalent size.

Documentation: description of the tenderer's 2-3 most relevant assignments during the last 3 years. The description must include a statement of the assignment's scope, date and recipient (name, telephone number and email address). It is the tenderer's responsibility to confirm relevance through the description. References will be contacted if necessary.

The contest is cancelled with immediate effect in accordance with the public procurement regulations, part III Section 25-4 (1).

The contracting authority needs to change several of the minimum requirements in the requirements specification. Changing the minimum requirements is a significant change to the tender documentation, as we cannot rule out that other suppliers could have been interested in submitting a tender in the contest as a consequence of the changes. As the error cannot be corrected at this point in time, without making a significant change to the tender documentation, the contracting authority has no other choice than to cancel the contest. There is, thus, a justifiable reason for a cancellation.

We apologise for any disadvantages that this has caused. The tender contest will be re-published as soon as possible.
