Framework agreement 1, one-person and patrol tents, consisting of:
— 4 to 6-person tents, tent A;
— 2 person tents, tent B;
— 1 person tent, tent C.

The estimated value of framework agreement 1 is between 67 000 000 NOK and 120 000 000 NOK excluding VAT over 4 years, including an option for an extension. The upper estimate value includes extra call-offs for stocks for the Norwegian Defence's forces structure and procurements for ‘Host nation support’ (HNS). The value includes the further delivery of components for each article.

The contracting authority will have an option to extend the framework agreement 1 or more times for a further 12 months. The framework agreement's maximum length will be 4 years.

Qualification requirements:
Tenderers must be registered in a company register or a trade register in the country where the tenderer is established.
Documentation requirement:
Norwegian tenderers: company registration certificate.
Foreign companies: confirmation that the tenderer is registered in a company register, professional register or a trade register in the country where the tenderer is established.
Økonomisk og finansiell stilling:
Qualification requirements:
Tenderers must have the required economic and financial capacity to fulfil the contract.
A credit rating of ‘credit worthy’ or equivalent will be sufficient to fulfil the requirement.

Documentation requirement:
A credit assessment from a certified credit rating agency based on the most recent known accounting figures. The rating must not be older than 3 months.
Teknisk og faglig kapasitet:
Qualification requirement 1:
Tenderers must have good experience from equivalent assignments.
Qualification requirement 2:
Tenderers must have sufficient capacity to complete the delivery.
‘Sufficient’ here means that the tenderer must have the capacity to deliver an approx.
Equivalent volume and quality of the articles as stated in the prognoses listed in Part 1 — Procurement Rules, point 1.4 and the requirements specification.
Qualification requirement 3:
Tenderers must have a quality assurance system that complies with ISO 9001:2015 or equivalent.
Qualification requirement 4:
Tenderers must have a good system for environmental management that, as a minimum, consists of the following elements:
— a general environmental policy for the company,
— a system to monitor and check the primary characteristics of the company’s operations that can have significant impact on the environment.

Documentation requirement 1:
Overview of the tenderer's 3 most relevant assignments in the last 3 years. In order to ensure sufficient competition, documentation of deliveries that the tenderer carried out more than 3 years ago can also be taken into consideration. The list must include an indication of:

— recipient (name, telephone number and email address),
— a brief description of the delivery.
Tenderers must submit a completed Annex C Reference Form as documentation of the requirement. It is the tenderer's responsibility to confirm relevance through the description.
Documentation requirement 2:
A brief description of technical personnel and technical units that the tenderer has at their disposal for the implementation of deliveries/the contract, including a description of the production capacity. If subcontractor(s) will be utilised, the name of these must be placed in Appendix F point 5 and in these circumstances it will be the subcontractor's capacity that is described.

Documentation requirement 3:
Tenderers can attach a valid ISO 9001:2015 certificate or documentation/a description showing that the tenderer's quality management system complies with point 4.3 in ISO 9001:2015.
Documentation requirement 4:
A description of environmental measures that have been implemented in the business. If the tenderer is certified in accordance with ISO 14001 or equivalent standards, it is sufficient to present a copy of a valid certificate.

If there are too many qualified tenderers, selection will be based on the contracting authority's assessment of which tenderers are best qualified based on the received documentation for the selection criterium stated below:
— experience from similar deliveries, (weighted 100 %),
— requests for participation from redundant tenderers will be rejected.
