Politiets Fellestjenester (PFT) [the Norwegian Police Shared Service], hereafter called the contracting authority, will sign a contract for the procurement of a telecommunication contract for fixed and mobile voice and data related communication, with one primary supplier and one secondary supplier. A more detailed indication of who the contract applies to, hereunder who is considered the client in accordance with the contract, follows Annex 1 to the contract.
The client's socially critical assignments entail high demands in regard to quality and availability, both in daily use and in crisis and emergency preparedness. The client wants to facilitate a larger part of the police tasks being safeguarded and carried out from mobile units, which set high requirements concerning coverage, capacity and uptime.

The procurement is divided into two lots:
Lot A: Primary supplier
Lot B: Secondary supplier.
The contracting authority will award a contract to one supplier within each of the two lots.
Suppliers can initially submit tenders for both lots, but there are two limitations. Firstly, the same supplier cannot be awarded more than one lot contract. Secondly, suppliers that operate in the same operator network as the primary supplier cannot be awarded a contract as a secondary supplier. The purpose of the division is to secure the best possible geographical coverage. The primary supplier will be responsible for delivery of fixed telephony and will be the primary supplier of mobile telephony and data traffic. This means that the supplier must be able to offer fixed telephone in order to be awarded as the primary supplier. The secondary supplier will be responsible for the delivery of mobile telephony and data traffic in their operator network.

Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established. Company registration certificates must be enclosed for Norwegian companies.
Foreign companies: verification that the company is registered in a company register, professional register or trade register in the state where the tenderer is established.
The tenderer must be registered with NKOM [the Norwegian Communications Authority]. Confirmation of registration must be enclosed.
Økonomisk og finansiell stilling:
Tenderers must have sufficient economic and financial strength to fulfil the contract.
Minste nivå(er) av standarder:
Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.
Credit rating based on the most recent accounting figures. The rating must be carried out by a credit rating company with a license to conduct this service.
If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial position with any other document that the contracting authority deems suitable.

A detailed overview of the qualification and documentation requirements connected to the minimum requirements concerning technical and professional qualification are in the tender management tool.

Tenderers must have experience from comparable assignments.
The tenderer must have a good and well-functioning quality assurance and management system for the services that will be provided.
The tenderer must have an environmental management system.
