SUS2023 hereby invites tenderers to participate in a contest with negotiations after a prior notice, cf. PPR Section 13-1 (2), with pre-qualification, for IO-9801 — joint sample reception centre for the first construction phase of the new University Hospital at Ullandhaug in Stavanger.
Stavanger Health Trust is the project owner and the contracting authority for the new University Hospital in Stavanger. A project organisation has been established at the contracting authority, which shall plan and execute construction stage 1 of the new University Hospital, called SUS2023.

The joint sample reception is a separate area that is established for the receipt of laboratory samples that are to be forwarded to the individual laboratories and for the receipt of blood from blood donors that is to be forwarded to the Immunology and Transfusion Medicine Department.

The joint sample reception centre will deliver transport boxes that are used for the laboratory samples.
The aim of the procurement is to get an automated system/process for receiving laboratory samples from the primary health service (PHT) and samples from the hospital. The processes in the sample reception must be automated from the receipt of transport boxes to the sorting and delivery of individual samples in pneumatic dispatches (pneumatic dispatch cartridges) in a separate individual pneumatic dispatch system. The transport boxes must be inspected and the boxes must be sorted for washing when required, in addition to periodic washing. The washing machine will be procured through IO-9190 Decontaminator.

There are plans for an expansion of building E. This would mean that all laboratory activities are moved from Våland to Ullandhaug. The decision on a grant of resources for the expansion of building E will not be made until autumn 2020. The contracting authority has therefore prepared two requirements specifications; one that includes an expansion of building E and one that does not include this expansion. The contracting authority will, however, only enter into a contract on the basis of one of the two technical descriptions.

The contracting authority will inform relevant tenderers of the status of the grant for an expansion of building E as soon as we have been notified of it. Until this has been clarified, tenderers must price both of the two technical descriptions.
