Universitetet i Sørøst-Norge (USN)

The purpose of the procurement is to enter into a framework agreement with a service provider in order to cover the need of the university libraries for subscription management of periodicals. In addition, USN will have the option to use the contract-service provider to manage newspaper subscriptions for the libraries. This option must be able to be used campus-wide.

USN reserves to right to sign subscription contracts directly with publishers who do not accept intermediaries or other subscriptions that the contract provider cannot offer. For further information about the procurement refer to the requirement specification.

The total value of the procurement is anticipated to be NOK 5 million excluding VAT. However, based on previous figures the annual turnover will likely be approx. NOK 1 million excluding VAT per year, of which approx. NOK 250,000 is associated with the newspaper subscription option. Please note that this is only an estimate and non-binding for the contracting authority. The actual turnover may vary during the contract period based on the contracting authority's need and available budget.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten: Requirement for registration in the company register.
Økonomisk og finansiell stilling:
Sufficient economic and financial capacity to be able to fulfil the contract.
Credit rating based on the most recent accounting figures. The rating must be carried out by a credit rating company with a licence to conduct this service.
If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial position with any other document that the contracting authority deems suitable.
The contracting authority reserves the right to obtain more information if we consider it to be
Appropriate.
Teknisk og faglig kapasitet:
The tenderer must have satisfactory technical and professional qualifications to fulfil the contract.
Tenderers must have experience from comparable assignments.
Description of up to three of the tenderer's most relevant assignments during the last three years.
The list must include a statement of the deliveries´ value, dates and recipients (name, telephone number and e-mail address). It is the tenderer's responsibility to confirm relevance through the description.
