Fredrikstad Municipality has already started and has a goal of establishing future-orientated outdoor lighting in the coming years. This procurement is part of the final goal to replace all municipal street light fixtures with LED fixtures that are controlled through a joint administration and control system for outdoor lighting.

Fredrikstad Municipality will replace approx. 8 000 old and inefficient fixtures in 2021-2022 with new, modern and energy efficient LED fixtures in existing street lights. All the fixtures will be controlled and administered via 'control at fixture level', and Fredrikstad Municipality has already procured such a system via Datek Light Control AS (DLC). Most of the fixtures will have LCU (Light Control Unit) type MK 16 800 BD delivered by DLC for external assembly. These units include an energy measuring unit that is certified as an AMS meter by the Norwegian Metrology and Accreditation Service. Annex 7b specifies how this is to be done, as well as other requirements for integration between fixtures and LCU. The remaining fixtures will have a Zhaga connection type 101492. The fixtures supplier is to assemble a Zhaga connection on the top of the fixtures, as well as terminate this internally in the fixture (Annexes 6c and 7a). These control units from DLC will not be delivered to the fixtures suppliers, but to the chosen street light contractor who will connect them whilst carrying out assembly work in the field.

The fixtures supplier will be responsible for correct assembly of the control unit (LCU) and Zhaga connection to the fixtures, and for the control unit and fixtures functioning together. The control units type MK 16 800 BD will be available for collection by the fixtures supplier from a central location in the Oslo region. The fixtures supplier must carry the transport costs for the collection and dispatch of the control units to the production place for the fixtures. The fixtures supplier is to assemble and integrate the control unit with the offered fixture. The price for this assembly work must be included in the fixture price. The fixtures supplier will be responsible for the correct assembly of the control unit on the fixtures, and for the control unit and fixtures functioning together. The chosen fixtures supplier must enter into a binding cooperation with DLC, which will make their control units available for collection at an agreed location in the Oslo region. The chosen fixtures supplier will take over responsibility for the control units here. The fixtures supplier must carry the transport costs for the collection and dispatch of the control units to the production place for the fixtures. The fixtures supplier must carry the costs of the assembly and integration of the control units with the fixtures. The actual control unit however has already been paid for by Fredrikstad Municipality.
