The contracting authority would like tenders for 5 linear accelerators (3 for Haukeland University Hospital and 2 for Stavanger University Hospital), as well as an option for a further 3 linear accelerators.
There is also an option for service, as well as various additional products.
The contracting authority would like tenders for modern and future-orientated equipment (hardware and software) for radiation therapy based on linear accelerator technology, which will supplement each clinic's existing system. The aim of the procurement is to get a composition of machines so that each clinic can, when seen in total, carry out the broadest possible spectrum of modern treatment techniques. The main delivery (excluding options) will last for 3 years. It is subject to the replacement plan being postponed due to various conditions.

Tenderers must consist of 5 linear accelerators, 3 for Haukeland University Hospital (HUS) and 2 for Stavanger University Hospital (SUS). In addition an option is wanted for three linear accelerators, 2 for HUS and 1 for SUS.
The contracting authority is open to tenders for several types of linear accelerators.
The linear accelerators will be installed in existing bunkers or possibly in a new hospital building for SUS.
The existing Oncology Information System (OIS) — ‘Aria’ will still be used and the offered machines must function together with this system.
The existing dose planning system (TPS) — ‘Eclipse’ will still be used for the existing machines and possibly the new machines if appropriate. Machines that function better with another TPS than ‘Eclipse’ must be offered together with the TPS that gives the best functionality.

Software, with the necessary licences that ensure full functionality and capacity in the clinics, must be included in the delivery.
The entire machinery at each clinic will be used for treating patients within all diagnosis groups. The clinics must be able to deliver the full spectrum of the current modern radiation therapy, with high geometric precision, high efficiency and dose conformity. The clinics must be able to offer a special set-up for, for example, full-body radiation therapy, stereotactic radiation therapy, gating, electron radiation and adaptive radiation therapy. All the machines must be delivered with good, efficient and integrated systems for image-guided radiation therapy (IGRT). We would like flexibility with duplicate machines at each clinic.

The contracting authority will have an option to expand the contract with several products:
— service (several different levels),
— 3 linear accelerators,
— system for intracranial stereotactic treatment,
— system for periodic quality inspections of linac and additional equipment (MLC, imaging systems, table),
— system for controlling the patient's radiation treatment,
— measuring equipment for daily dose checks (‘Morning Check’),
— water phantom for 3D relative dosimetry,
— detector system for validating patient plans,
— anthropomorphic phantoms,
— 3D bole printer,
— identity control,
— moving option for Stavanger,
— table top for assembly,
— electron treatment multi-energy,
— fixation equipment,
— online adaptive radiation therapy, upgrades, if this can be offered.

The options must be taken up in writing, within 5 years at the latest.
The options can be limited to 3 years validity for products from sub-suppliers. Tenderers must state what products this applies to.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Tenderers must be registered in a company register or trade register in the country where the tenderer is established.
Teknisk og faglig kapasitet:
A. Tenderers are required to have relevant competence within application training and have access to a service organisation with the relevant technical competence;
B. Tenderers are required to have good experience from similar contracts. Similar contracts mean the delivery of relevant linear accelerators to European university hospitals that offer radiation therapy for patients within all diagnosis groups.
Minste nivå(er) av standarder:
A. A description of technical personnel or technical units that the tenderer has at its disposal for the contract, as well as information on educational and professional qualifications;
B. Tenderers must complete Attachment 4 — response form, on the 3 most important relevant deliveries in the last 3 years, including their scope, value, time frame and the contracting authority or recipient.
