Avfall Sør plans to implement an access control system for user identification and access control at our four recycling stations. The system is to be put into operation when the new recycling station is opened in Sørlandsparken in autumn 2021.
Avfall Sør serves households in Kristiandsand and Vennesla Municipalities. Services include a collection scheme and reception scheme at the recycling stations. In addition, refuse collection from cabins is offered in the owner municipalities.
The sanitation fee consists of a fixed part and a variable part. The fixed part covers, amongst other things, operation of the recycling stations. It is important to ensure that the sanitation fee is fair by it being the customers that pay for the services who have access to use the services.

The access control system must have digital access control when driving into the recycling stations. All those who will deliver household waste at the recycling stations must have a digital waste key. The digital waste key must be personal and connected to a specific residential unit. The waste key and the residential unit must always be registered during use at the recycling station. Avfall Sør's customer system will be the source for what residential units will be included.

We also expect that there must be an alternative manual system for non-digital subscribers. A process must be included so that the owner of a digital waste key can distribute this digitally on to others. This can typically be spouses and cohabitants. This will also apply where there are joint solutions, e.g., for tenants, in housing associations and co-owners, as well as for cabins/holiday homes with several users. It ought to be possible to restrict the number of times a key can be distributed to others.

The system must register and save each visit with the help of the waste key. It must be possible to add a restriction on the number of visits per calendar year. Subscribers must be able to see how many visits they have made (historical) and get a notification when their number of allowed visits are (or will soon be) used. It must be possible to deliver some types of waste free in addition to the quota, this can, for example, be hazardous waste. It must, therefore, be possible to pass the access control check even if the quota has been used, by recognising what types of waste you will/will not deliver.

It is important that the access control is experienced as flexible as possible. A combination of different identifiers can be relevant, for example, by connecting the vehicle registration plate to the access key — and thereby being ‘authorised’ for access based on registration plate recognition.

It must be possible to pay for visits when the quota has been used. It must, therefore, be possible to connect the system to automatic withdrawals of a pre-registered credit or bank card or a payment service such as Vipps or a bank card. It must be possible to define different rates.
