The procurement concerns engineering design services for and the execution of demolition and construction work, based on drawings, specifications, and other documentation included in Annex 1 of this tender documentation.
The delivery consists of a 1.5 parallel primary school for 275 students, demolition of a one-storey residence and two free-standing garages in Dyrgravveien 3, and the existing Skavanger school, development of outdoor/playground/parking/Kiss&Ride areas and technical infrastructure, as well as a new connection to county road 40. In addition, the existing gymnasium building on the site will be upgraded with custom facing.

The school will be constructed in and with wood.
The engineering design basis is based on a plus building, and the offered contract sum must include all the construction costs in accordance with the plus building standard, including solar panels, energy wells, and quadruple glazing in the atrium.
The project must achieve the Breeam classification 'Very Good'. In order to achieve this classification, the project must, as a minimum, achieve 55 % of the available points in Breeam.
A pre-analysis of Breeam-NOR AP has been carried out in the preliminary project phase, in which the engineering design group has clarified the required measures for achieving the Breeam 'Very Good' requirement level. Breeam wil be continued in the next phase of the project.

Breeam AP, engaged by the turnkey contractor, will be the facilitator for the Breeam process, and will assist the project in finding good solutions and with the preparation of documentation.
The following points have been carried out:
— BH has engaged a Breeam auditor who has registered the project at www.byggalliansen.no,
— AP has, through check lists, delegated responsibility for the relevant Breeam criteria/themes,
— AP has carried out a pre-analysis that has bee adjusted parallel to the project development,
— Some documentation has started for relevant themes with deadlines. The documentation will be transferred to AP, who will take over the project in the next phase. See the attached pre-analysis for the project, Annex 1 Part F.
The project has an estimated total budget limit of NOK 144 000 000 including VAT. This estimate is only a guideline and is not binding for the contracting authority. The budget limit must cover all costs in the project, including accrued costs in the development and preliminary project, the contracting authority's own project costs and the contracting authority's risk provision. The budget is based on a presumption that the turnkey contract can be carried out for a contract sum that does not exceed NOK 88 000 000 excluding VAT. The contracting authority reserves the right to cancel the contest if, based on the offered prices, it is not probable that the approved budget limits can be complied with, and there is no political approval to increase the budget limit.
