A contract will be signed with a tenderer for the establishment of a new pipeline route for a water pipeline from Årvoll in Rygge to the Vestby border at Rykkinn. The pipeline will ensure the supply of drinking water to Vestby and the northern part of Moss Municipality. The pipeline route is planned underground (plan level 1) and, in a zone with a construction ban, above ground (plan level 2). The planned area can be used for the necessary site activities during the construction period. (site roads, rigging, as well as temporary storage of materials and matter). The procurement is for site work including the delivery of pipes for laying a water pipeline, establishing two valve chambers and the construction of a new footbridge. The contract involves the excavation/blasting of ditches on land and the receipt and laying and PE pipes and pipe parts, crossing roads, drill holes, refilling work, adjustments, etc. Pipes shall be delivered and stored in as many lengths as possible. The onsite executing contractor shall be responsible for setting-up rigging sites and access roads that enable pipe deliveries up to the relevant delivery length. After the construction period has ended, the temporary rigging area is to be dismantled and the area must be returned to its regulated purpose and commissioned to the condition and function it had before the construction work started. A Ø800 mm PE100 RC+ SDR13,6 PN10 C1.6 pipeline must be established with two valve chambers.

Tenderers are required to have a legally established company.
• Norwegian companies: company registration certificate
• Foreign companies: proof that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.
Økonomisk og finansiell stilling:
Tenderers must have sufficient economic and financial capacity to fulfil the contract. Tenderers must have had an annual turnover of minimum NOK 100 million excluding VAT in the last 2 years.
Teknisk og faglig kapasitet:
Tenderers must have experience and competence from similar assignments.
Tenderers must be able to refer to experience from equivalent assignments in the last 10 years. It is sufficient that the individual assignments consist of at least one of the points below, but all of the points must be covered in total.
‘Equivalent assignments’ are defined as assignments with the following minimum extent:
• development of ditches on land for pipeline dimensions of min Ø800;
• welding and laying PE100 pipelines with minimum dimension Ø800 mm, length minimum 500 m;
• drilling in uncompacted matter, dimension pipe minimum 800 mm;
• casting and construction of value chambers/constructions for water and sewage installations, where the minimum diameter of the water pipeline is Ø600 mm;
• assembly of steel constructions with steel beams, minimum 400 mm;
• establishment of sheet piling pits of minimum 4 m deep.
Tenderers must have the necessary certification for welding minimum Ø800 mm PE pipe.
Tenderers must have a welding machine that has been calibrated in the last 12 months before the work starts.
Tenderers are required to have a good, well functioning quality assurance system.
Tenderers must have sufficient execution capability and capacity.
