The procurement concerns the hire of a towing vehicle and driver for Stavanger Health Trust. This is in connection with the previously procured mobile blood donation unit for Stavanger Health Trust. The mobile blood donation unit is anticipated to be ready for deliver in November 2020, and therefore there must be a towing vehicle and drive in place by this point in time. The mobile blood donation unit is a specially built semi-trailer where blood can be donated outside of the hospital's fixed blood donation premises. A mobile blood donation unit will be able to be moved and take blood donations both in the vicinity of large workplaces and in central locations in Sør-Rogaland such as Egersund, Jæren, Sandnes, Stavanger, Tau/Jørpeland etc. We anticipate taking blood donations from approx. 40 donors per day, four days a week.

Stavanger Health Trust now wants tender offers for the hire of a towing vehicle and driving to freight, rig up and down the trailer and perform some service tasks required for taking care of the trailer in a way that ensures the operation of the unit without downtime.

The mobile blood donation unit will be parked on the hospital site each week-day after donations, as well as on weekends. The driver will be responsible for handover of blood products to specified locations and personnel upon arrival at the hospital.

The drivers will receive thorough training from the supplier of the trailer as well as from the Department for Immunology and Transfusion Medicine (The Blood Bank) at Stavanger University Hospital in order to safeguard the named assignments.
Training at the supplier in Denmark is planned for three days in week 47. On these days, the drivers and towing vehicle are required to be available at the supplier of the mobile blood donation unit.

Beskrivelse av opsjoner:
Option for an extension.
The contracting authority has a unilateral right to trigger an option to extend the contract for up to 1 year + 1 year. The options are triggered automatically and on identical terms unless otherwise requested by the contracting authority.
Other options.
The contracting authority shall have an option to expand the contract with the following services:
Option 1: extra transport of blood products between the donation location and hospital (specific hygiene and quality requirements are set for this type of transport and will be reviewed options are triggered);
Option 2: extra transport of consumables between storage and the mobile blood donation unit/donation location (specific hygiene and quality requirements are set for this type of transport and will be reviewed if options are triggered);
Option 3: access to covered and access-controlled parking place for the mobile blood donation unit at the supplier;
Option 4: turnout if alarms are triggered due to operational/unforeseen events;
Option 5: cordoning off of relevant parking areas in placement of the trailer, ref. minimum requirement No 7;
Option 6: inspection work in regard to the placement of the trailer, checking the area and ground condition.
This will be relevant to establishing new donor locations and particularly during a commencement period, ref. minimum requirement No 23

Qualification requirement: requirements regarding tenderer's registration.
Documentation requirement: tenderers must present documentation of their legal registration in a company register in the state where the tenderer is established.
Økonomisk og finansiell stilling:
Qualification requirement: tenderers must have sufficient economic and financial solidity to fulfil the contract obligations. Economic and financial capacity means that the tenderer fulfils the following financial key figures requirement:
A credit rating equal to or better than B, measured against the AAA Soliditet's scale, or an equivalent score from another reputable rating company.
Documentation requirement: credit rating (not older than 6 months from the deadline for receipt of tenders) from an approved credit rating company, based on the last known fiscal figures. The rating must be carried out by a credit rating company with a license to conduct this service. If the tenderer has a valid reason for not being able to present the documentation requested by the contracting authority, the tenderer can prove his economic and financial capacity with any other document that the contracting authority deems suitable, cf. § 16-4, including, for example, a parent company guarantee etc, with a satisfactory credit appraisal that represent an equivalent guarantee for the implementation ability. These alternative documents must be included with the tender.
