Kort beskrivelse:
Call-offs on this contract will mainly occur through technical management/operations and primarily via property management/transport, roads and water and sewage, and operations and maintenance, and project.
The programme area technical management and operations is responsible for the management, development and operation of the water and sewage installations, municipal roads, and other operations that can be connected to these areas.
An action plan for 2019-2025 has been drawn up for the old Lindås Municipality. An important part of the theme plan is action plans for the development and renewal of roads, water and sewage installations in the municipality. This proposes the following division between the disciplines:

We do not have equivalent theme plans for the old Meland and Radøy Municipalities, but from experience we can say that most activity is in the old Lindås Municipality. A large project is ongoing in the old Meland Municipality for a new water treatment facility at Hestdal.

Water and sewage gets its income from the municipal fees for water and sewage. The costs consist of annual running costs, as well as depreciation and interest and loans that have been taken out/will be taken out to finance the development of infrastructure in the disciplines in question. The operation, maintenance and renewal of roads is financed through the municipal treasurer's department.

Plans have been prepared for several of the projects in the action plan, or contracts have been signed for the preparation of plans, and some projects have been implemented in the first part of the plan period.
Tenders are requested for the following contract areas:

Beskrivelse av fornyelser:
The framework agreement period will be 2 years from when the contract is signed, with an option for the contracting authority to extend the framework agreement for 1 + 1 year.

Vilkår for deltakelse
Økonomisk og finansiell stilling:
Requirement: tenderers must have the required economic and financial capacity to fulfil the contract.
Documentation requirement: credit rating, given by a recognised credit rating agency, which must be based on the last known accounting figures. If a tenderer has a justifiable cause to not present the documentation requested by the contracting authority, the tenderer can document their economic and financial capacity by presenting any other document that the contracting authority deems to be suitable.

Tenderers must have the required economic and financial capacity to fulfil the contract.
Teknisk og faglig kapasitet:
(a) requirement: tenderers must have adequate delivery capacity and qualifications. Tenderers must have minimum three employees.
Documentation requirement: a description of the tenderer's technical personnel or technical units that the tenderer can use to fulfil the contract.
(b) experience from similar assignments — reference projects.
Requirement: tenderers must have good experience from the implementation of equivalent deliveries/comparable assignments.
Documentation requirement: tenderers must complete annex 5: reference form, list with an overview and a description of the tenderer's up to 3 most relevant assignments in the last 3 years. Tenderers can also document experience by referring to competence in the personnel they have at their disposal and can use for this assignment, even if the experience was gained whilst the personnel carried out the service for another supplier. It is the tenderer's responsibility to document relevance through the description. The contracting authority reserves the right to contact the stated references to verify the extent and quality.

(c) requirement: tenderers must have qualifications equivalent to what is required for central certification in development class 3 in the certification areas 'applicant' and 'engineering designer'.
Documentation requirement: the documentation must be submitted in one of the following ways:
Alternative 1: Documentation of central certification in development class 3 for the discipline in question.
Alternative 2: Alternative documentation that substantiates that the tenderer has the necessary and relevant professional qualifications to carry out measures as the 'engineering designer' and 'applicant' in development class 3 in the discipline in question.

Documentation requirement: documented in one of the following ways:
Alternative 1: a description of the company's routines for quality management, with a emphasis on quality assurance, resource management, manager responsibility and continual analysis and improvements.
Alternative 2: if a tenderer has *ISO 9001 certification or the equivalent, this can be attached.
