The contract is part of the development of national road 4 in Hadeland. The stretch national road 4 Roa — Lygna is split into two stages. Stage 1, which consisted of the stretch Lygna South and Lunner border — Jaren, has been completed. Lunner border – Jaren was opened in 2017 as a four-lane motorway.

Stage 2 consists of three stretches:
— national road 4 Roa — Gran border: Construction of a new four-lane motorway. The road is located in Lunner Municipality, and, right in the north, in Gran Municipality.
— national road 4 Sandvoll — Amundrud: One-sided width expansion of the existing three-lane road, and the establishment of a central reservation. The road is located in Gran Municipality.
— national road 4 Lygna: construction of a new two-lane road from Almenningsdelet to Lygnasæter, new junction at Lyngasæter and width expansion northwards to Lygnebakkene. the road is located in gran municipality.
This contract is for the stretch Roa — Gran border. The contract work comprises engineering design services for and the construction of a new motorway from Roa to the existing motorway that ends at the border to Gran Municipality. The engineering design services must be carried out with model based engineering design services.
The stretch is characterised by bad ground conditions, which are very bad in some places. The matter generally has a high water content. Large parts of the construction site area are under water at times with a lot of precipitation and/or snow melting. The foundations and construction of Holmen bridge are deemed to be particularly difficult.
