Review Assignment Concerning Coordination of Municipal and County Purchasing

The contracting authority is Nærings-og Fiskeridepartementet [the Ministry of Trade, Industry and Fisheries]. The Ministry has, amongst other things, responsibility for the design and interpretation of the Public Procurement Regulations. The Ministry wants a review of the coordination of municipal and county purchasing. The purpose of the review is to map how cooperation of municipal and county purchasing is organised, highlight advantages and disadvantages of the different cooperation forms and propose measures of how cooperation in municipal and county sectors can be organised.
The anticipate value of the review is NOK 1.9 million excluding VAT. The review will take place in cooperation with the counties and municipalities and NFD has connected with a group consisting of representatives from the Ministry of Local Government and Modernisation (KMD), the procurement department in the Norwegian Digitalisation Agency (previously Difi) and KS. This group will regularly be given the opportunity to provide input to the review.
