The aim of this procurement is to enter into a framework agreement for a resource vehicle that will give the Norwegian police extra resources and abilities, mainly for the turn-out unit (UEH). UEH is the police district's specially trained units against terror and sabotage. They are expected to carry out armed assignments, search for armed individuals, and other similar operations.
The vehicle is expected to be a good working environment for the police and, at the same time, fulfil operational needs. The vehicle will have more equipment than normal patrol vehicles and it is expected to have better terrain qualities.
The vehicle is expected to function in all parts of Norway, year round. This means that it is expected to handle all weather conditions in the Norwegian climate.

Qualification Requirement:

Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.

Documentation requirement:

• Norwegian companies: Company registration certificate

• Foreign companies: Verification that the tenderer is registered in a company register, trade register or a commerce register in the country where the tenderer is established.

Tenderers must have sufficient economic and financial capacity to fulfil the contract. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.

— a credit rating based on the most recent financial figures. The rating must be carried out by a credit rating company with a license to conduct this service.

If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial position with any other document that the contracting authority deems suitable.

Qualification Requirement:

Tenderers must have experience from comparable assignments.

The tenderer must have a good and well-functioning quality assurance and management system for the services that will be provided.

The tenderer must have an environmental management system.

Commitment statement for any entities that the tenderer relies on, c.f. the tender documentation's administrative provisions, which will be attached here.

Minste nivå(er) av standarder:

Description of 3 to 5 of the tenderer’s most relevant/comparable assignments in the last 3 years. The list must include a statement of the deliveries´ value, dates and recipients (name, telephone number and e-mail address). It is the tenderer's responsibility to confirm relevance through the description. Tenderers can document experience by referring to the competence of the personnel that he can use for this assignment, including experience that has been acquired while the personnel carried out services for another service provider.

Tenderers must submit documentation of their quality assurance system and management system. The following documentation will be accepted:

Certificate of the company's quality system/management system, issued by independent bodies that confirm that the tenderer fulfils quality assurance standards in accordance with ISO 9001 or equivalent,

A description that, as a minimum, covers the company´s procedures/routines for:

— dealing with deviations and claims,

— approval of sub-suppliers,

— the process from the receipt and registration of orders until delivery at the customer.

Tenderers must submit documentation of their environment management system. The following documentation will be accepted:

• valid attestations/certificates issued by an independent body (e.g. ISO 14001, EMAS, Miljøfyrtårn, or equivalent),

• a description of the tenderer´s own environment management system. The description must, as a minimum, include an environmental policy and environmental goals. This can be within areas such as energy and water consumption, waste management, use and handling of chemicals and hazardous substances, procurement of input factors and services, travel and distribution.
