Research on Local Parties — Changes in Local Parties and Effects on Local Democracy

The Ministry of Local Government and Modernisation continually works on improving the general terms for local democracy. The local parties and local lists are a key pillar of local democracy and play a major role in how local democracy works.
Based on new developments in the society and the framework terms such as party support and party law, this research project shell give us knowledge on the local parties and the function of local lists in the current democracy. The survey shall collect data and analyse the local parties' and the local lists' development in the recent years. Key topics are membership development, organisation, funding and activities, recruitment and nomination.

The estimated contract value is from NOK 2 000 000 to NOK 2 500 000 excluding VAT. The estimate does not represent any obligation for the contracting authority. It is subject to the Norwegian Parliament granting the necessary funds to the survey.

Tenderers must be a legally established company.
Documentation Requirement
• Norwegian companies: company registration certificate
• foreign tenderers: a verification showing that the tenderer is registered in a trade index or business register as prescribed by the law of the country where the tenderer is established.

Documentation requirement
• A certificate, not older than 6 months, which verifies that the tenderer has fulfilled the obligations of payment of taxes, social security contributions and VAT. The certificate can be ordered and obtained from Altinn by using a separate link on skatteetaten.no If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration. The certificate is electronically certified and is therefore not signed. For further information, see skatteetaten.no The certificate shall be enclosed with the tender in accordance with the outline given in the tender documents.

• Foreign tenderers must submit certificates from authorities equivalent to the Norwegian authorities.
The tenderer must have sufficient economic and financial capacity to carry out the delivery, in which, amongst other things, being creditworthy without any requirement for collateral will be adequate.
A credit rating with key figures from a certified credit assessment company or other form of documentation to demonstrate that the requirement has been met.

Qualification requirements
Tenderers must have sufficient ability and experience to carry out the delivery.
Documentation requirement:
• a description of the tenderer's three most relevant assignments in the last 3 years, together with information about the contract value, date of delivery or execution and the name of the recipient. Relevant assignments are in this context defined as research on political parties, party organisations, party memberships, party funding, nominations and recruitment, local democracy. Tenderers are responsible for ensuring that the description is of such a nature that it documents fulfilment of the requirement.
