Utlendingsdirektoratet [the Norwegian Directorate of Immigration] will procure the service: reception operation at Nasjonalt Ankomstsenter [the National Arrivals Centre].
The National Arrivals Centre is the first place of residence for asylum seekers who come to Norway. The reception Centre must be able to receive asylum seekers 24/7, all year. The number of residents and arrivals varies greatly, and the National Arrivals Centre is the first to be affected by changes in arrivals.
Several actors in immigration administration are gathered at the arrivals centre. Politiets Utlendingsenhet [the National Police Immigration Service] undertakes registration of asylum seekers, the Norwegian Directorate of Immigration carries out asylum interviews, the Public Health Service in Råde offers the applicants the necessary health assistance and vaccinations, Østfold Hospital undertakes tuberculosis examinations and NOAS give information to the applicants about the asylum process.
At the arrivals centre, residents are accommodated in multi-purpose tents in a hall. The accommodation offer must cover the residents’ basic needs and safeguard their safety, throughout the day and all year around.
