Forsvarsbygg

In addition to Forsvarsbygg [the Norwegian Defence Estates Agency], the contracts will apply for:
— Forsvarets Logistikkorganisasjon (FLO) [the Norwegian Defence Logistics Organisation {NDLO)];
— The Norwegian Defence and Research Establishment (FFI);
— The Norwegian Police (the Directorate of Police) and it's underlying districts, special units and subsidiary units);
— The Norwegian Police Security Service (PST).
The procurement is divided into seven geographic subareas.
Seven framework agreements will be entered into with up to seven suppliers, one framework agreement per geographic sub-area. Tenders can be submitted for one or more sub-areas.
The procurement concerns maintenance, repairs and servicing of the existing locks and fitting solutions, production and delivery of new key systems, subsequent delivery of keys and cylinders in the existing key systems. The procurement is also a delivery of materials such as locks, locking systems, cylinders, keys, software, fittings, door-control systems, electronic unlocking, key cabinet, where the supplier's personnel are ready to assemble and service.

The tenderer must be a legally registered company.
Foreign tenderers must present documentation that confirms that the company is legally registered in its home country. Norwegian tenderers do not need to document fulfilment of this requirement beyond the presentation of tax and VAT certificates, cf. the information below.

Tax and VAT certificate (RF-1316). The certificate can be ordered via www.altinn.no The certificate must not be more than 6 months from the tender deadline.

Økonomisk og finansiell stilling:
Credit assessment of the tenderer, not older than 6 months. The result of the credit rating must appear as a graded value (letter or figure) against a defined scale. The credit rating must contain an assessment of the tenderer’s payment history/reliability.

The tenderer must have sufficiently sound finances, which means that the tenderer must be credit worthy without a requirement for security.
Teknisk og faglig kapasitet:
Description of the capacity for delivery of services and goods for the subarea and a description of the personnel the tenderer has available for the subarea.
The description must include the number of the qualified personnel the tenderer has at disposal for fulfilment of the contract, including personnel with a master certificate and a certificate of apprenticeship in relevant disciplines.
Tenderers must have a minimum of one resource with a master certificate and one resource with a certificate of apprenticeship in the discipline area.
A list of relevant reference projects carried out during the last 3 years. The reference list must contain the following information: Description of the project/the contract, the tenderer's role in the project, the scope and value of the contract, contact information for the reference, other significant information.

Documentation confirming that the business has such valid approval.
Description of the implemented system. The principals in the quality system should build on NS-EN ISO 9001 or equivalent.

The tenderer must have implemented a quality assurance system.
