The framework agreement will cover all types of contractor services within building and construction, as mentioned in the main chapters of NS 3420. The framework agreement only has a small amount of concrete work, as such services are covered by another framework agreement. Major roofing work will mostly be carried out as separate contests.

This contracted is limited to call-offs over NOK 500 000 excluding VAT, i.e. Major call-offs. Parallel framework agreements will be entered into with up to three suppliers.
Call-offs are awarded after the Norwegian Defence Estates Agency first checks with the highest ranked supplier if the resources offered have available capacity for the desired period. If the highest ranked supplier does not have the necessary capacity, the Norwegian Defence Estates Agency will contact the next ranked supplier until a supplier demonstrates that they have the resources to implement the assignment in a good manner within the given time frame.

Limitations are determined by the requirements for skilled workers listed in price sheet A1. None of the disciplines named in the price form are subcontractors in mark-up justified meaning.
Typical assignments that will, in experience, make up the bulk of the call-offs are maintenance and rehabilitation of the existing buildings: interior surfaces, roofing (minor works), facades, replacement windows/doors; reconstruction of the existing buildings; asbestos removal in minor scope; rigging and operating elements such as scaffolding/lift hire in relation to facade measures, etc.

Historically, call-offs in the Norwegian Defence Estates Agency are concentrated in the months March to November. Tenderers must therefore reckon on handling several simultaneous call-offs. Major military exercises can require the tenderer to handle major call-offs with a relatively short deadline at the construction site.
