The purpose of the procurement is to enter into a framework agreement ith two suppliers who can accommodate persons that are in arrivals quarantine. A contract will be signed with a primary hotel and a secondary hotel that can assist when the primary hotel is fully booked. The tenderer with the best tender will be first asked about delivering. If the best ranked tenderer cannot deliver, the enquiry will then go to the tenderer ranked as No 2.

The Ministry of Justice and Public Security refers to the regulation dated 27 March 2020 No 470 about infection control measures, etc. during the Coronavirus outbreak (the Covid-19 Regulation) that among other things regulates the quarantine obligation. Also refer to the regulation about changes in the Covid-19 Regulation set 6 November 2020 taking effect on 9 November 2020, and regulation of 29 June 2020 No 1423 about arrival restrictions for foreigners for reasons of public health.

Due to the recent increase in Covid-19 infections in and outside of Norway, new measures have been introduced i order to hinder the spread of infection. Therefore, requirements have been introduced for accommodation at the quarantine hotel in the period with arrivals quarantine, unless there are exceptions.

It is the Police in their border control duty that assess the terms for arrivals to Norway and provide information about the obligation to stay at a quarantine hotel.
The purpose of this procurement is to enter into the framework agreements for travellers who will stay at quarantine hotels. They are healthy and must stay at the quarantine hotel for ten days as long as there are no other agreements with border police.

Tenderers must be able to receive:
— arrivals from Stavanger Airport Sola;
— passengers who arrive at Risavika.
Primarily, it is travellers from the airport, but it may be relevant to include passengers who arrive at Risavik with Fjordline. Proximity to the terminal building at Sola Airport is necessary for a practical and safe transfer from the airport to hotels. The distance from the airport must the be approxl. It should be a short distance by car and possible to walk from the airport to the hotel. Parking spaces are also a requirement as persons can also arrive by vehicle from the Denmark ferry.

The suppliers will facilitate for add the right to the National Institute of Public Health's guidelines for home quarantine can be complied with by the guest. This means that during the stay the guest must be able to:
— avoid other locations where one can easily come close to others;
— avoid near contact with others
The hotel will require payment for the accommodation from the guest in relation to check-in at the hotel according to ordinary routines.
It is important that there is close collaboration between the quarantine hotel and Sola Municipality. The municipality will take the initiative to establish a permanent contact point for the hotel.

Tenderers must be a legally established company.
Tenderers must have their tax and VAT payments in order.
Økonomisk og finansiell stilling:
Tenderers must have sufficient economic and financial capacity to fulfil the contract. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.
Minste nivå(er) av standarder:
A credit rating based on the most recent fiscal figures. The rating must be carried out by a credit rating company with a license to conduct this service.
If the tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can document his economic and financial capacity by presenting any other document that the contracting authority deems suitable.

Tenderers must have a good and well-functioning quality assurance/management system for the services that will be provided.

— A certificate for the tenderer's quality assurance/management system, issued by independent bodies that confirm that the tenderer fulfils recognised quality assurance standards (ISO 9001:2015 or equivalent).
The contracting authority will also accept other documentation that demonstrates that the tenderer has a well-functioning system for ensuring quality, customised to the nature and scope of the assignment. As a minimum,the tenderer must present a general description of the contents of the system including an overview of control plans and check-lists that are relevant for this assignment.

Due to the ongoing pandemic, the municipality has an acute need to lodge persons in arrivals quarantine. If we had used the standard offer deadline for open procurements above the EEA threshold value (30 days), large parts of the purchase of quarantine hotel stays would have been made before we had entered into a contract.
