Kolumbus AS hereby invites tenderers to a competitive tender with negotiation for the purchase of a back-end system for the HentMeg service. Furthermore, a maintenance agreement will be entered into with the successful tenderer.
The customer will initially pre-qualify potential suppliers, and subsequently invite the pre-qualified applicants to submit tenders.
This qualification basis deals with the initial pre-qualification and describes the qualification requirements, as well as the requirements for the content of applications to participate.
All interested suppliers must thus go through a pre-qualification before they are invited to submit tenders. In order to participate in the pre-qualification, the supplier must submit an application for participation in accordance with the set-up as detailed in this document.

On 1 July 2018, Kolumbus started a pick-up service in Sauda Municipality. This is an on-demand booking-based transport service called ‘HentMeg’ (‘Pick me up’), where the customer pre-orders door-to-door transport from Kolumbus. HentMeg, for all practical purposes, replaces the previous three regular bus routes in Sauda. Further information may be accessed at www.hentmeg.no.

The estimated contract value is NOK 2 000 000 excluding VAT.

Egnethet til å utøve yrkesvirksomheten:

The applicant must be a legitimately established company.

Required documentation: Norwegian companies: company registration certificate, issued not more than 3 months before the deadline for submittal of the application.

• foreign tenderers: documentation validating that the company is registered in a trade register or a company register as prescribed by the law of the country in which the applicant is established.

The applicant must have settled any outstanding issues regarding the payment of taxes and VAT.

Required documentation: the applicant must present a tax and VAT certificate, issued not more than 6 months before the deadline for submittal of the application, cf:

Økonomisk og finansiell stilling:

The applicant must have sufficient economic and financial capacity to fulfil its obligations under the contract.

Minste nivå(er) av standarder:

The applicant shall submit its annual accounts for the last 3 years, including the board's annual report and auditor's statement, and any other documentation showing that the applicant fulfils this qualification requirement.

The customer will also ask a credit rating company to provide a credit rating of the applicant. The applicant must at least be rated as ‘creditworthy’.

Teknisk og faglig kapasitet:

The applicant must have adequate experience from comparable assignments in the last 3 years.

Minste nivå(er) av standarder:

Description of the applicant's most relevant assignments during the last 3 years. The description must include an indication of the contract value, dates and client (name, telephone number and e-mail address). References may be contacted if required to clarify the relevance of the assignment. However, it is the applicant's responsibility to document relevance through the description.
