A SaaS solution shall be procured for managing processes and products at Bergen Municipality. The Urban Environment Agency is responsible for i.a. urban spaces, roads, parks and parking service. The wanted system should be able to manage the products related to parking at street level and the use of urban spaces such as rental of urban spaces for events, construction works or excavation. However, we want the system to be reused for other products belonging to Bergen Municipality where the processes are similar.
The contract also include user support, further development, maintenance and operation of the system, as well as consultancy and advisory services related to the system.

The Urban Environment Agency's professional systems are influenced by the time before the Traffic Agency, the Environmental Agency and the Agency for Development Services were merged into the Urban Environment Agency. The professional systems are following a silo-based structure where each professional system covers the need of one department of a discipline. However, several work processes go across departments and can today include several professional systems. Furthermore, they depend on communication between employees and departments via email, interim storage of information and files and several manual tasks that should have been automated. This is a vulnerable way of working because there are few users of each system and it leads to limited benefits for the agency in the form of manual tasks and unnecessary communication. The inhabitants experience slow case processing, various points of contacts for the agency and scattered information.

Based on this information, a new module-based system shall be procured that has processes and the inhabitants in focus, regardless of discipline.
Varighet: 60 måneder
Beskrivelse av opsjoner:
The contract period is 5 (five) years from the delivery date. The contract will then be renewed automatically for 1 (one) year at a time for up to 10 years, unless 1 (one) year notice is given by the contracting authority prior to the renewal date.
