Agder County signed a contract with Asplan Vik AS on 14 December 2020 for hourly based hire of control engineers within electro for the follow-up of county road 456 Vågsbygdporten, and county road 457 Flekkerøy Tunnel. The contract was signed after an open tender contest that was announced in accordance with the public procurement regulations, part III. The contract was valid from 1 June 2021 until 31 May 2022. The work in Vågsbygdporten has been completed. The start-up of the work to upgrade Flekkerøy Tunnel on county road 457 has been severely delayed due to the implementation of new technology/requirements that were not in the plan for the upgrade of Flekkerøy Tunnel when the contest for the control engineer was announced.

The hired consultant will be responsible for:

• The formulation of a control plan for the sub-project within electro/automation.

• Initiate the formulation of a general control system for the tunnel installations with VTS in

consultation with the tunnel manager. Initiate process and see to all coordination with

executing electrical contractors responsible for SRO. When required, see to necessary

coordination with the engineering design manager and construction manager.

• Follow-up of the electrical work, as well as carry out random checks within own

area of responsibility, and document them in the Norwegian Public Roads Administration's Kvalink. Inspections

are to be carried out in accordance with the inspection plan. Ensure that the ongoing electrical work is carried out in accordance

with the laws, rules, and regulations for electrical installations.

• Contact with electrical personnel at the local unit, including Agder FK, for all required

clarifications during the execution period.

• Participate in safety rounds as agreed with the HSE coordinator.

• Formulate inspection notices if there are deviations from the contract with the contractor.

• Keep a diary of important activities at the site. Coordinated with the construction manager.

• Contact and follow-up of contractors and other suppliers, including photographing and

follow-up of documentation and reporting requirements.

• Processing and check of the surveyor's certificate of area measure for electrical installations.

• Checking amounts in NVDB data files that are received from the contractor (electro, SRO) before they are

forwarded to the project's NVDB manager. To be seen in connection with

the follow-up of the surveyor's certificate of area measure.

• Verification that documentation for additional work is in order.

• Ensure that electrotechnical installations, including automation, come under the inspected activities

with the accompanying documentation in accordance with the procedures for 'function test electro and

automation'. The control engineer must prepare and coordinate the review of

completed electrical work, as well as see to necessary coordination with the construction manager.

Assist with:

• Participation in construction meetings and other meetings as required.

• Assist the construction manager with processing additional requirements, technical clarifications, and

deviation notices from the contractor.

• Review proposals from the executors for changes to drawings,

specifications, technical solutions, etc., and present them for the construction manager for a

decision.

• Participate in the formulation of the technical final report.

• Create a good environment and cooperation for the entire project across contract boundaries

and different professional interests.

• Ensure high focus on HSE in daily work.

• Obtain documentation for reports for the construction manager.
