The Petroleum Safety Authority Norway wants to enter into a contract for the establishment of a database for pipeline systems in Myanmar, as well as local training in Myanmar.
More than 70 % of the Myanmar Oil and Gas Enterprise's (MOGE) onshore pipeline systems in Myanmar are unguarded. MOGE therefore experiences numerous leakages and fires due to corrosion. There are approx. 4 000 km pipelines of varying quality and age operated by MOGE. These are followed up by an incident-based approach. There are no systematic risk-based follow-up or maintenance for this infrastructure. The approach is to repair errors/leakages and by this repair or replace parts of the pipelines. MOGE has an annual budget for replacing 2 % of the pipeline systems. The provider of this assignment shall establish a system for evaluation and controlling risks for the pipelines. There are no electronic data regarding coordinates, positions, design pressure, temperatures, material quality, diameters, thickness of the pipes, of the pipeline, etc.
