Politiets fellestjenester (PFT), hereafter called the contracting authority, will, on behalf of Tolletaten, Kriminalomsorgen, Sysselmannen på Svalbard og Politiets sikkerhetstjeneste (PST) enter into a contract for the procurement of products for sport, training and the outdoors.
The aim of the procurement is to enter into a framework agreement within products for sport, training and the outdoors that service personnel need in their operative service, and which is not covered by existing or future contracts. This includes a broad spectrum of off-the-shelf sport and outdoor articles, as well as training apparatuses and other equipment for gyms.
Based on previous years’ procurements, the estimate for call-offs is approx. NOK 20 million during the contract period, including the option years. This estimate is non-binding for the contracting authority. See the tender documentation for further details.

Sub-contract B will cover the need for apparatuses and equipment for gyms. It must be possible for different users to purchase equipment and apparatuses for gyms when required; either as a supplement to an existing gym room and equipment, or for new training facilities. It must be possible to order the products through an established ordering system, possibly an internet shop.

For sub-contract B, the contracting authority will enter into parallel framework agreements with up to 5 tenderers, provided there is a sufficient number of suitable tenderers and tenders.

Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.

Documentation requirement:

• Norwegian companies: Company Registration Certificate

• Foreign companies: verification that the tenderer is registered in a company register, trade register or a commerce register in the country where the tenderer is established.

— a credit rating based on the most recent financial figures. The rating must be carried out by a credit rating company with a license to conduct this service.

If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial position with any other document that the contracting authority deems suitable.

Minste nivå(er) av standarder:

Tenderers must have sufficient economic and financial capacity to fulfil the contract. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.

Teknisk og faglig kapasitet:

Documentation requirement:

1) Description of up to 3 of the most relevant/comparable assignments in the last 5 years. Relevant/comparable assignments mean a central company agreement for sport, training, and/or outdoor products, and many different orderers and delivery locations. The description must include a statement of the assignment's complexity, value, date and recipient (name, telephone number and email address). It is the tenderer's responsibility to confirm relevance through the description. Tenderers can document the experience of the personnel that may be used for this project, including experience that has been acquired while the personnel was in the service of another employer.

2) Tenderers must submit documentation of their quality assurance and management system. The following documentation will be accepted:

Certificate of the company's quality system/management system, issued by independent bodies that confirm that the tenderer fulfils quality assurance standards in accordance with ISO 9001 or equivalent,

A description that, as a minimum, covers the company´s procedures/routines for:

— dealing with deviations and claims

— control and follow up of sub-suppliers,

— the process from the receipt and registration of orders until delivery at the customer.

3) The tenderers must present documentation of their environmental management system. The following documentation will be accepted:

• valid attestations/certificates issued by an independent body (e.g. ISO 14001, EMAS, Miljøfyrtårn or equivalent), or

• a description of the tenderer's own environment management system. The description must, as a minimum, include the organisation's environmental policy and environmental goals.

Minste nivå(er) av standarder:

1) Tenderers must have experience from 3 comparable contracts;

2) Tenderers shall have a good and well-functioning quality assurance and management system for the services that shall be provided;

3) The tenderer shall have an environmental management system.

Subcontract B is cancelled due to a lack of competition.

There are only two remaining tenders in the contest for subcontract B that do not need to be rejected, and this means that competition is significantly weakened. The contest shows that there is reason to anticipate competition among many suppliers for this subcontract, and thereby achieve good competition for the stated award criteria. In addition, PFT wants to enter into parallel contracts with up to five suppliers for this subcontract, so that competition for the award criteria can also be achieved in the mini-contests to be carried that will be held under the contract.
