Tenderers can submit a tender for one/several/all of the parts. Each subarea will be evaluated and awarded separately and must, therefore, be priced independently of each other. Tenderers are asked to assess their capacity as regards to how many subareas a tender can be submitted for.

Økonomisk og finansiell stilling:
Tax and VAT certificates:
For Norwegian tenderers: a tax and VAT certificate. The tax certificate(s) shall not be older than 6 months, from the tender deadline. Any arrears or other irregularities must be justified. (Tenderers can obtain the electronic tax and VAT certificate themselves and immediately receive it by email.) Foreign tenderers: tenderers who are not established in Norway must present equivalent documentation issued by the authorities in the country where the tenderer is established. The certificate shall preferably be translated into Norwegian, but it will also be accepted in Swedish, Danish and English.

Credit rating:
The contracting authority will carry out an assessment of the tenderer's finances through the company and accounting information system Bisnode AS (www.soliditet.no/creditcontrol) with the service CreditPro. The contracting authority is not accepting credit ratings from other company and accounting information systems than Bisnode AS with the service CreditPro so that the tenderers can be assessed on equal terms. Tenderers can enclose other necessary information with their tender if the tenderer is of the opinion that Bisnode/CreditPro will not provide an accurate picture of the financial situation. Newly established companies: Newly established companies who have not worked up a basis for a credit assessment must enclose a declaration from a bank or similar financial institution/auditor on the company's financial and economic standing. This also applies to foreign tenderers.

Tenderers must have their tax, payroll tax and VAT payments in order in accordance with the legal provisions.
Credit rating:
The financial capacity to carry out the contract is required. A minimum requirement is that the tenderer is credit-worthy with a score of B in accordance with Bisnode AS using the service CreditPro or that the tenderer has the financial capacity to fulfil the contract based on the contracting authority’s assessment in accordance with the attached documentation from tenderers. Newly established companies must have the financial capacity to implement the contract.

An overview of reference projects in the last 5 years, and other documentation (cf. SAK10, chapter 9) that substantiates that the tenderer will achieve certifications for the right to be responsible in development class 1, based on reference projects of the same size and complexity. The attached ‘Form-reference projects’ must be used for replies.

Requirements for tendered personnel:
Tenderers must attach an overview of the number of employees in the company, divided into administration and production, including the number of skilled workers. Certificates of apprenticeship, advanced craft certificates or documented skill training in accordance with the national skill training legislation for skilled tradesmen must be attached. If a tenderer plans to increase their capacity by hiring personnel, this must be described in accordance with the documentation requirements.

Tenderers are required to have sufficient capacity and experience from assignments of a comparible value to this framework agreement. Tenderers must, as a minimum, achieve development class 1 for assignments under the framework agreement, based on the attached documentation.

Requirements for tendered personnel:
Tenderers must have sufficient implementation ability and capacity. Tenderers must use minimum 40 % skilled workers for the requested trade. This requirement is for the owner in one-person companies. The requirement also applies to a need for hired capacity and for subsuppliers.
