Tax and VAT:
For Norwegian tenderers:
Tenderers must give consent in their tender to TendSign obtaining and the contracting authority getting information on the above-mentioned via TendSign. If a tenderer does not give consent, the tenderer must attach a tax and VAT certificate. The tax certificate(s) shall not be older than 6 months, from the tender deadline. Any arrears or other irregularities must be justified. (Tenderers can obtain an electronic tax and VAT certificate and immediately have it sent by email.)

Foreign tenderers: tenderers who are not established in Norway shall submit equivalent documentation issued by the authorities in the country where the tenderer is established. The certificate shall preferably be translated to Norwegian, but it will also be accepted in Swedish, Danish and English.

Credit rating:
The contracting authority will carry out their own assessment of the tenderer's finances through the business and account information system Bisnode AS (www.soliditet.no/creditcontrol) with the service CreditPro.
The contracting authority will not accept credit ratings from business and account information systems other than Bisnode AS with the service CreditPro in order to ensure an equal assessment of all tenderers. Tenderers can enclose other necessary information in the tender offer if the tenderer believes that Bisnode/CreditPro does not provide a correct picture of the economic situation.

Newly established companies: newly established companies that have not built up a basis for credit rating must enclose a declaration from a bank or similar financing institution regarding the company's financial and economic position.
This also applies to foreign tenderers.

Tax and VAT:
Tenderers must have their tax, employer contribution and VAT affairs in order in accordance with the legal provisions.
Credit rating:
The financial capacity to carry out the contract is required. Tenderers are required as a minimum to be credit worthy, A in accordance with Bisnode AS with the service CreditPro or have the economic capacity to fulfil the contract based on the contracting authority's assessments in regard to the submitted documentation from the tenderer.

Teknisk og faglig kapasitet:
Certified manpower agency:
Certificate of registration in the Norwegian Labour Inspection Authority's register of certified manpower agencies. The documentation must not be older than 1 month calculated from the tender deadline for this contest.
Experience:
Tenderers must have 3 references that show that the qualification requirement is met. Tenderers must complete the Annex ‘reference list’ for the 3 references.
Tenderers can use a parent company to fulfil the above-mentioned requirement.
Quality assurance system:
A valid ISO-9001 certificate (quality) must be attached.
Tenderers who do not have an ISO-9001 certificate can prove their quality assurance system by attaching an account of the tenderer's quality assurance system. As a minimum, the account must describe a system that ensures: quality of the services provided, deviation management, continual improvements.

Experience:
Tenderers are required to have experience with hiring out temporary staff for health and welfare services in the last 3 years. Reference contracts must have lasted for minimum 2 years and have a value of more than 1 000 000 NOK a year.
Quality assurance system:
A good and well-functioning quality assurance system is required for the services that shall be provided.
