Tax and VAT: For Norwegian tenderers:
Tenderers must give consent in their tender to Tendsign obtaining and the contracting authority getting information on the above-mentioned via Tendsign.
If tenderers do not give their consent, the tenderer must attach a certificate for tax and VAT payments in order.
The tax certificate(s) shall not be older than 6 months, from the tender deadline. Any arrears or other irregularities must be justified. (Tenderers can obtain the electronic tax and VAT certificate themselves and immediately receive it by email.)
Foreign tenderers: tenderers who are not established in Norway shall submit equivalent documentation issued by the authorities in the country where the tenderer is established. The certificate shall be translated to Norwegian, but it will also be accepted in Swedish, Danish and English.

Credit rating:
The contracting authority will carry out its own assessment of the tenderer's finances through the business and accounting information system Bisnode AS
(www.soliditet.no/creditcontrol) with the service CreditPro. The contracting authority will not accept credit ratings from other business and accounting information systems than Bisnode AS with the service CreditPro in order to ensure an equal assessment of all tenderers.

Tenderers can attach other necessary information in the tender offer if the tenderer believes that Bisnode/CreditPro does not provide a correct picture of the economic situation.
Newly established companies: Newly established companies that have not built up a basis for credit rating must attach a declaration from a bank or similar financing institution regarding the company's financial and economic position. This also applies to foreign tenderers.

Tax and VAT:
Requirements: the tenderer must have the tax, payroll tax and VAT payments in order in accordance with the legal provisions.
Credit rating: the financial capacity to carry out the agreement is required. Tenderers are required as a minimum to be credit worthy, A in accordance with Bisnode AS with the service CreditPro, or have the economic capacity to fulfil the contract based on the contracting authority's discretion in accordance with the attached documentation from the tenderer.

Tenderers can attach other necessary information to the tender if a tenderer believes that the above does not give the correct information.
Capacity:
Tenderers must complete the attachment ‘capacity’ and enclose it with the tender offer.
Hours not defined as ordinary hourly wages will not be included in the calculation. This means that different shift allowances, overtime, pay for work done on public holidays, UB allowances, etc., must not be calculated in the number of hours.
The number of hours in accordance with the above named requirement will be confirmed by the auditor with an attachment.
The auditor's confirmation must state that the number of hours is limited to the different job groups in the mentioned period for the Norwegian municipalities.

Certified staffing agency: tenderers must be certified in the Norwegian Labour Authority's register of certified staffing agencies.
Capacity:
Tenderers are required to have sufficient capacity, by this, the contracting authority means that tenderers have delivered the following number of invoiced hours to Norwegian nurseries in the period 1 June 2019-31 Mai 2020:
— minimum 5 000 hours for assistants/unskilled supplied in the above-mentioned period;
— minimum 1 000 hours for children and youth workers/skilled workers supplied in the above-mentioned period.
