Ålesund Municipality invites tenderers to a contest for the project 'Partnering Contract Emblem School' in Ålesund. The objective of the tender contest is to enter into a contract with one (1) turnkey contractor and its contract partners for engineering design, construction and test operation of the new primary school and the accompanying outdoor areas. The school must have all the primary school functions. The current primary school must be demolished.
A partnering contract has been chosen as the execution model for the project, which means that the project's character and execution can be changed during the project. A new primary school is to be constructed for two parallel classes. The turnkey contractor is scheduled to be contracted in autumn 2020, with an immediate commencement of interaction. The project is planned to be completed and the trial operation period is planned for 2022.

3) interior architect (KGL Part 2),
4) electric car charging (RFP point 8.3),
5) ground heat pump (TP point 320),
6) solar panels (TP point 107),
7) human centric lightning (TP point 442),
8) card reader — keyless building (TP point 543),
9) fossile-free construction site (TP point 104).

Økonomisk og finansiell stilling:
2.2.4.1 Tax and VAT certificate: documentation requirement: Norwegian tenderers: tenderers must give consent in their tender to Tendsign obtaining the information and the contracting authority getting the information on the above-mentioned via Tendsign. If a tenderer does not give consent, the tenderer must attach a tax and VAT certificate.

The tax certificate(s) shall not be older than 6 months, from the tender deadline. Any arrears or other irregularities must be justified. (Tenderers can obtain the electronic tax and VAT certificate themselves and immediately receive it by email.)
Foreign tenderers: tenderers who are not established in Norway shall submit equivalent documentation issued by the authorities in the country where the tenderer is established. The certificate shall preferably be translated into Norwegian, but it will also be accepted in Swedish, Danish and English.

2.2.4.2 Credit Rating: documentation requirement: the contracting authority will carry out an assessment of the tenderer´s finances through the company and accounting information system Bisnode AS (www.soliditet.no/creditcontrol) with the service CreditPro. The contracting authority is not accepting credit ratings from other company and accounting information systems than Bisnode AS with the service CreditPro so that the tenderers can be assessed on equal terms.

2.2.4.1 Tax and VAT certificate: requirement (documentation of fulfilment by the turnkey contractor, architect, and landscape architect): tenderers must have settled conditions in relation to payment of tax, payroll tax and VAT, in accordance with the legislation.

2.2.4.2 Credit rating: requirement (documentation of fulfilment by the turnkey contractor, architect, and landscape architect): the financial capacity to fulfil the contract is required. A minimum requirement is that the tenderer is credit-worthy, score A in accordance with Bisnode AS using the service CreditPro, or that the tenderer has the financial capacity to implement the contract, based on the contracting authority’s assessment given in the submitted documentation from the tenderer. Newly established companies must have the financial capacity to implement the contract.

2.2.6.1 Quality management system: documentation requirement: a brief description must be attached of the general quality assurance system on which the tenderer will base the implementation of the contract, in addition to a copy of the table of contents. The description must be maximum 2 A4 pages.

If a tenderer is certified in accordance with ISO 9001 or equivalent certification schemes, it is sufficient to attach a copy of the system certificate issued by an accredited certification body.
2.2.6.2 Environmental competence: documentation requirement: An account must be attached of the tenderer's environmental policy and guidelines for environmental follow-up, in addition to a copy of the table of contents. The description must be maximum 2 A4 pages. If a tenderer is certified in accordance with EMAS, ISO 14001, the Environmental Lighthouse scheme, or equivalent certification schemes, it is sufficient to attach a copy of a system certificate issued by an accredited certification body.

2.2.6.3 SHA and HSE system: documentation requirement: An account must be attached of the tenderer's health, environment and safety policy, in addition to a copy of the table of contents. The description must be maximum 2 A4 pages. Attention is drawn to the fact that the HSE self-declaration is not sufficient documentation to prove that the requirement is fulfilled.

2.2.6.4 Experience (reference projects): documentation requirement: the turnkey contractor/architect/landscape architect must complete annex 1.6 'Template for reference projects', and state their 3 most relevant assignments in the last 10 years. Each reference assignment must include information on the assignment's content and scope, value, period of implementation, contracting authority, and the name and contact information of a reference person. It is the tenderer´s responsibility to document through the description that the assignment is of relevance to the assignment that shall be carried out in this contest. The contracting authority reserves the right to contact the references in order to confirm/verify submitted information.

2.2.6.1 Quality management system: requirement (documentation of fulfilment by the turnkey contractor, architect, and landscape architect): A good and well-functioning quality management system is required for the services that will be provided.
2.2.6.2 Environment competence: requirement (documentation of fulfilment by the turnkey contractor, architect and landscape architect): tenderers must have sufficient relevant environmental competence, management systems, and routines for quality assurance in order to ensure that the services are carried out in an environmentally correct way.

2.2.6.3 SHA and HSE system: requirement (documentation of fulfilment by the turnkey contractor, architect and landscape architect): tenderers must have a good and well-functioning system for fulfilling HSE requirements and SHA implementation.
2.2.6.4 Experience (reference projects): fulfilment of this qualification requirement must be documented separately for each of the three disciplines (turnkey contractor, architect, and landscape architect): requirement: The turnkey contractor, architect, and landscape architect are required to have experience from equivalent assignments. Equivalent assignments mean assignments of the same nature, complexity and scope, cf. the description of the assignment in the tender documentation Part 2.
