Tenderers can submit a tender for one/several/all of the parts. Each of the lots will be evaluated and awarded individually and must therefore be priced independently of each other. Tenderers are requested to assess their capacity in relation to how many lots they submit tenders for.

Tax and VAT certificates:
For Norwegian tenderers: A tax and VAT certificate. The tax certificate(s) shall not be older than 6 months, from the tender deadline. Any arrears or other irregularities must be justified. (Tenderers can obtain the electronic tax and VAT certificate themselves and immediately receive it by email.) Foreign tenderers: tenderers who are not established in Norway must present equivalent documentation issued by the authorities in the country where the tenderer is established. The certificate shall preferably be translated into Norwegian, but it will also be accepted in Swedish, Danish and English.

Credit rating:
The contracting authority will carry out an assessment of the tenderer's finances through the company and accounting information system Bisnode AS (www.soliditet.no/creditcontrol) with the service CreditPro. The contracting authority is not accepting credit ratings from other company and accounting information systems than Bisnode AS with the service CreditPro so that the tenderers can be assessed on equal terms. Tenderers can enclose other necessary information with their tender if the tenderer is of the opinion that Bisnode/CreditPro will not provide an accurate picture of the financial situation. Newly established companies: Newly established companies who have not developed a basis for a credit assessment must enclose a declaration from a bank or similar financial institution/auditor concerning the company's financial and economic position. This also applies to foreign tenderers.

Tenderers must have their tax, payroll tax and VAT payments in order in accordance with the legal provisions.
Credit rating:
The financial capacity to carry out the contract is required. A minimum requirement is that the tenderer is credit-worthy with a score of B in accordance with Bisnode AS using the service CreditPro or that the tenderer has the financial capacity to fulfil the contract based on the contracting authority’s assessment in accordance with the attached documentation from tenderers. Newly established companies must have the financial capacity to implement the contract.

Overview of reference projects from the last 5 years and other documentation (cf. SAK10, chapter 9) highlighting that the service provider must achieve authorisation for the right to responsibility in enterprise classification 1 based on reference projects of the same size and complexity. The attached ‘Form — reference projects’ must be used in the response.

Requirements concerning the executing personnel:
Tenderers must enclose an overview of the number of employees in the company, divided into administration and production, including the number of skilled workers. Certificates of apprenticeship, advanced craft certificates or documented skill training in accordance with the national skill training legislation for skilled tradesmen must be attached. If a tenderer plans to increase their capacity by hiring personnel, this must be described in accordance with the documentation requirements.

Tenderers are required to have sufficient capacity and experience from assignments of a comparable value to this framework agreement. Tenderers must, as a minimum, achieve development class 1 for assignments under the framework agreement, based on the attached documentation.

Requirements concerning the executing personnel:
Tenderers shall have sufficient implementation ability and capacity. Tenderers must use a minimum of 40 % skilled workers for the requested trade. This requirement is for the owner in one-person companies. The requirement also applies when there is a need for hired capacity and for the use of subcontracts.
