Politiet [the Norwegian Police] need a solution for facial image capture and quality assessment for verification of necessary requirements in relation to border control. The tenderer must be registered in a company register, professional register or a trade register in the state where the tenderer is established.
Documentation requirement:
Norwegian companies: a company registration certificate from the Brønnøysund Register Centre must be presented.
Foreign companies: documentation must be presented verifying that tenderer is registered in a company register, professional register or a trade register in the state where the tenderer is established.
Økonomisk og finansiell stilling:
Credit ratings based on the last known fiscal figures must be presented. The rating must be carried out by a credit rating company with a license to conduct this service.
If the tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can document his economic and financial capacity with any other document that the contracting authority deems suitable.

The tenderer must have sufficient economic and financial capacity to be able to execute their contractual obligations. In the assessment, the contracting authority will i.a. Place emphasis on whether the tenderer has positive equity and whether the tenderer has registered payment remarks.

A description of up to three of the tenderers most relevant/comparable assignments from the last three years must be presented. The description must include a statement of the assignment's value, date and recipient (name, telephone number and e-mail address). The contracting authority retains the right to contact the references if this is consider appropriate.

It is the tenderer's responsibility to confirm relevance through the description. The tenderer can document experience by referring to the competence of personnel that he can use for assignments under the contract, even if the experience is developed while the personnel carried out services for another supplier.

Documentation requirement: quality system
The tenderer must submit documentation of their quality assurance system and management system. The following documentation will be accepted:
If the tenderer is certified in accordance with internationally recognised standards for quality assurance/control, it is sufficient to attach a copy of the issued certificate or
A description of the tenderer's quality system and how this is implemented in the business, and a brief description of the processes and methods relevant to safeguard the quality of deliveries under the contract.
Documentation requirement: environmental management system.
The tenderer must submit documentation of their environment management system. The following documentation will be accepted:
• valid attestations/certificates issued by an independent body (e.g. ISO 14001, EMAS, Miljøfyrtårn or equivalent); or
• a description of the tenderer's own environment management system. The description must as a minimum include which methods the tenderer uses to work actively and systematically with reducing negative environmental impact from the business.
If there is a need for support from other businesses (sub-contractors) for fulfilment of the qualification requirement in order to cover the needs in the contract, a signed commitment statement must be attached for each of the sub-contractors together with the qualification requirements.
