Procurement of Snowmobiles, ATVs/UTVs and Jetskis

Politiets fellestjenester (PFT) [the Norwegian Police Shared Services], hereafter called the contracting authority, will enter into a framework agreement for the procurement of snowmobiles, ATVs/UTVs and Jetskis. Based on procurements from previous years and without obligation for the contracting authority, withdrawal during the contract period excluding options is anticipated to be approx. NOK 22 million. This amounts to approx. NOK 17 million for snowmobiles and approx. NOK 3.3 million for ATVs/UTVs. Jetskis are a new product. There is a great need for jetskis, but purchase on a new contract will depend on allocations and prioritising as well as prices achieved in the competition. The estimated value for jetskis is set at NOK 1.7 million.
The procurement is divided into the following sub-contracts:
1) Snowmobiles
2) ATVs / UTVs
3) Jetskis.
The tenderer can submit tender offers for one or more lots.

The vehicle will be used in operative service.
The vehicle is a workplace for operative personnel and therefore there is a need for vehicles with good safety systems, good handling for example stability, sufficient comfort, sitting position and good and practical solutions for storing police operative equipment.

Operating safety is also very important for the safety of patrol crews. The snowmobiles must function almost optimally under the varying conditions such as low temperatures down to -40 °C, in loose snow/powder snow with a depth of up to 1.5 metres, in wet/sticky snow and acceleration on water surfaces.

It is also expected that the snowmobiles manage at least 8 000 km — 10 000 km within a four year period. For some areas and districts where the use of snowmobiles is low they may be in service for more than 10 years.
A well developed service network in Norway is also important so that the users can easily and quickly get help when needed in connection with amongst other things service and maintenance.
The procurement consists of the following products
• snowmobiles (600 class and 800 class), uniformed/civilian
• additional equipment such as sleds/sleighs suitable for transport of equipment
• spare parts, wearing parts for the vehicles in the contract.

Option for extension: the contracting authority has the option to extend the contract on verbatim terms for 1 year so that the total possible contract duration becomes 4 years.

The vehicle will be a workplace for the police operative personnel and therefore there is a need for vehicles with good safety equipment, good handling and stability, good comfort and good space for storing of police operative equipment.
Operational reliability is important for the safety of the patrol crews. In particular, it is important that the jetskis must function almost optimally during most weather and wave conditions.
It is also expected that the jetskis have a minimum 5 year lifetime in police patrol service. For some areas and districts where use of jetskis will be low, they may be in service for more than 10 years.
