The contract involves patient transport services for sitting patients who, for health reasons, cannot use public scheduled transport to and from treatment, as well as patient transport on stretches where public scheduled transport is inaccessible.
The contracting authority is not obliged to procure a specific amount of patient transport services, and the contract is subject to variations in line with the contracting authority's activity and organisational conditions, as well as the availability of scheduled transport.

The contracting authority also reserves the right to outsource parts of the transport services, such as permanent routes, a series of trips, and individual trips. The contracting authority can also establish separate transport systems.
The contracting authority's goal is to facilitate increased collaboration within the contract, including measures like the establishment of permanent routes and coordinated patient transport services across municipality borders and tender areas, for example, by the use of vehicles from other contract suppliers, which, instead of being on stand-by, can be used for transport assignments in and starting in Trondheim Municipality.

The contracting authority also reserves the right to outsource new transport systems. The total value of the outsourcing and separate transport assignments must not exceed 10 % of the estimated annual contact value.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Tenderers must be a legally established company, one-person company, or a company that is being founded (SUS).
Certificate from the register of business enterprises or the unit register. Company that is being founded: Foundation document.
Foreign tenderers shall provide authorisation(s) for statutory registration in the country where the company is established.
Økonomisk og finansiell stilling:
Tenderers must have sufficient economc and financial capacity to fulfil th contract.
The contracting authority will evaluate the tenderer's fulfilment of the qualification requirements in the following manner:
Accountable companies with economic activity: The revised annual accounts with notes, the board's annual report, and the auditor's report for the last 2 years for accountable entities. Any recent information of relevance to document the company's economic position.

Non-accountable companies, SUS, and companies without economic activity: a budget must be attached for the assignment, and an account that substantiates sufficient economic and financial standing to carry out the assignment.
If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial capacity with another document, including, for example, a parent company guarantee, bank guarantee, etc.
