The defence sector has a changing need for consultancy services. The need will be met through the establishment of parallel framework agreements within the following disciplines:
1) Mercantile support;
2) project management and project support;
3) strategic ICT;
4) strategic consultancy services;
5) system engineering;
6) finance, auditing and resource management.
Parallel framework agreements will be signed with a maximum of 6 tenderers within each discipline, of which 1 tenderer within each discipline will be awarded a contract as the A-tenderer. The procurement will be carried out via a contract draft. The delivery will comprise consultancy services as stated in Annex 1 requirements specification for the discipline in question.

— sourcing strategies;

— establishment of principles for the procurement of goods and services within IT;

— risk assessments for centralising service production and the operation of different platforms;

— ICT architecture;

— ICT security;

— mapping needs;

— design;

— testing;

— problem solving and the operation of different ICT systems;

— prepare visions, missions and strategies with the intention of having a general plan for improving profitability;

— assist with the preparation of course material, webinars and e-leaning, as well as courses and competence raising in Microsoft Office 365 and other Microsoft products.

Tenderers must be a legally registered company.

Tenderers must be registered in a company register or a trade register in the state where the tenderer is established.

Documentation requirements:

Norwegian tenderers: company registration certificate;

Foreign companies: confirmation that the tenderer is registered in a company register or a trade register in the country where the tenderer is established.

Økonomisk og finansiell stilling:

Sufficient economic and financial capacity

Tenderers must have the required economic and financial capacity to fulfil the contract. A credit rating of 'credit worthy' or equivalent will be sufficient to fulfil the requirement.

Documentation requirement: credit rating from a certified credit rating agency, based on the last accounting data The rating must not be older than 3 months.

Teknisk og faglig kapasitet:

Good experience from similar deliveries is required tenderers must have good experience from equivalent assignments. Comparable deliveries means delivery of consultancy services with the discipline/service deliveries that are provided in Appendix 1, requirement specification. It is sufficient that the tenderer's deliveries combined document good experience from comparable deliveries.

Documentation requirement: the tenderer must fill out Part 1 Appendix 5 Reference Form of up to five of the tenderer's most relevant assignments during the last 3 years. In order to ensure sufficient competition, documentation of deliveries that the tenderer carried out more than 3 years ago can also be taken into consideration. All columns in Appendix 5 must be answered, including the name of the client/a description of business ‘Name of project/assignment and brief description (year/duration, objective and other relevant factors)’, ‘The assignment value in NOK ‘Role (which assignment the tenderer's personnel had in the delivery) ‘Contract information for the recipient (name, telephone and email). It is the tenderer's responsibility to confirm relevance through the description. The contracting authority reserves the right to contact the references. The delivery recipients listed in Appendix 5 must pre-orientate about such possible contracts.

Sufficient capacity to carry out the delivery.

Tenderers must have sufficient capacity to complete the delivery. Sufficient capacity means the tenderer's access to all requested resource levels (junior and senior consultant, consultant, advisor, senior advisor/partners provided in Appendix 5). Tenderers can select to offer resources with higher competence and experience than required for the individual resource level. Tenderers can choose to offer the same resources on multiple resource levels.

Documentation requirement: the tenderer must present a completed Annex 1a Resource Matrix about personnel that the tenderer has at their disposal to implement the delivery. A minimum of 10 and maximum of 30 resources must be listed. It is the tenderer's responsibility to document fulfilment through submitted documentation. eCertis cannot be used.

Sufficient competence to carry out the delivery.

Tenderers must have sufficient competence to implement the delivery. Competence meaning knowledge and proficiency (including formal and real competence). Sufficient competence means that the tenderer demonstrates that combined he can offer resources that cover all of the competence requirements listed in Annex 1, Requirement Specification.

Documentation requirement: the tenderer must deliver a completed Annex 1b CV for offered personnel with a description of education and professional qualifications of the personnel that the tenderer has at their disposal for the implementation of the delivery. One CV must be submitted per resource listed in Annex 1a, Resource Matrix. CVs must be a maximum of two (2) A4 pages. The format of the CV set-up must not be changed. Guidance text can be removed to save space, but heading must not be removed. It is the tenderer's responsibility to document fulfilment through submitted documentation.

Good system for environmental management

Tenderers must have a good environmental management system.

Documentation requirement: tenderers must submit a short description of the environmental management measures that have been implemented in the company. The description must be a maximum of one A4 page with font size 11. If a tenderer is certified in accordance with ISO 14001, Eco-lighthouse or equivalent standards, it is sufficient to present a copy of a valid certificate. eCertis cannot be used.

A good and well-functioning quality assurance system that is suitable for the delivery.

Tenderers must have a good and well-functioning quality assurance system suitable for the delivery.

Documentation requirement: tenderers must deliver a brief description of the tenderer's routines and methods for quality assurance. The description must be maximum of one A4 page. If a tenderer is certified in accordance with ISO 9001 or equivalent quality assurance certifications, and this is described in the certification, it will be sufficient to present a copy of a valid certificate.
