The contest will be held as a negotiated procedure. This contest is initiated with a pre qualification phase. Only tenderers who fulfil the qualification requirements and who have been invited to continue in the process will be able to submit tender offers.
The procurement concerns a framework agreement for ICT solutions to plan and design county roads. This includes, as a minimum, a solution for compilation and interaction of basic and professional models; as well as a design solution for roads, tunnels, bridges, road marking and road signs. This will be done with the least possible risk for errors and delays.
Viken County c/o the County Road ICT project (with mandate from the County Governor's collegiate) is responsible for the implementation of the contest for the contracting authority.
The contracting authority includes all of the counties, apart from Oslo that does not have county roads. This includes Agder, Innlandet, Møre og Romsdal, Nordland, Rogaland, Vestfold og Telemark, Trøndelag, Troms og Finnmark, Vestland og Viken.

The individual counties are not obligated to use this contract. Whether the county will undertake call-offs under the framework agreement, will be decided by the individual counties after contract signing. The counties can undertake call-offs on the framework agreement throughout the duration of the framework agreement.

The solution will be used in the counties in order to be able to plan and design county roads. The contracting authority wants a partner who contributes to a total economic, efficient, flexible and smart license strategy that covers the counties’ need for a solution.

The delivery will include user rights to the solution, operation and maintenance of the solution and introduction of the solution. The introduction must include services such as configuration, integration, testing and training.
The framework agreement will have a three year duration with the opportunity to extend for one (1) year at at time on otherwise equal terms for up to five years. The total duration of the framework can thereby be eight (8) years. The county can undertake call-offs throughout the entire period.

The value of the procurement is estimated on the background of information from previous procurement and the described scope to be NOK 150 million - NOK 250 million. The estimated value also includes options. The amount is only an estimate and is non binding for the contracting authority. The contracting authority's needs can vary from year to year and the actual scope of the contract will depend on, amongst other things, changes in funding, activities and other framework terms.

The tenderers must fulfil the qualification requirements stated in the tender documentation point 4. The contracting authority prefers that the tenderers attach the documentation when requesting participation in the contest. If the documents are not with the request, the tenderers must be prepared to deliver the documents shortly after the request date.
