The Directorate for Development Cooperation (Norad) wishes to enter into parallel framework agreements for the purchase of consulting services in connection with the recruitment of employees and managers in Norad. Norad is a highly specialised knowledge organisation that attracts and recruits employees with high education and competence. The purpose of the framework agreements is that Norad receives support for professional recruitment processes at all levels in the organisation, taking place within current regulations and routines. The recruitment processes must be of good quality, maintaining Norad's reputation as a serious employer and as an attractive workplace. The objective is for Norad to recruit the best qualified candidates.
